New Progress in Hanoi Urban Planning

Planning management and implementation is now particularly important for all localities in the country. For Hanoi, the capital of Vietnam, this issue poses more stringent requirements in size, quality and feasibility of each planning. Without doubt, urban planning, construction and management plays an important role, particularly for Hanoi. Vietnam Business interviewed Mr Bui Manh Tien, Deputy Director of the Hanoi Planning and Architecture Department. Trang Tran reports.
As a lead advisor to the construction of Programme 06-Ctr/TU on accelerating urban development planning, construction and management in 2011-2015, which was approved by the Hanoi Party Committee on November 8, 2011, how do you assess activities and results of this programme?
The programme aims to create a strong effect on the overall urban development of Hanoi in the 2011-2015 period.
Hanoi actively studied, prepared, approved and modified overall planning, detailed planning, urban zone planning and road planning. New residences make the urban space more modern and beautiful. Many traffic works have been built to connect urban zones like National Road 32, Thang Long Highway, Thanh Tri Bridge, Vinh Tuy Bridge, Lac Long Quan Road and extended Le Van Luong Street. Drainage systems, parks and flower gardens are built and renovated.
To effectively carry out the Programme 06, Hanoi has concentrated on directing the implementation of many programmes on urban construction planning, specialised planning, projects, long-term and annual planning. Some strategic plans until 2020, with a vision to 2030, have been approved by the Prime Minister, including water supply and drainage plan. Solid waste treatment projects, cemetery plans and transport planning have been submitted to the Ministry of Construction for consideration.
With that context, the results of the Programme 06 are outstanding efforts of all levels and sectors. The completion of some specialised planning and detailed planning is the basis for Hanoi to perform better State management and social management.
What tasks will the city need to focus on to have a new facelift?
The continued synchronous implementation of Programme 06 will determine a new face and status of the city in the future. The scientific and rational planning of industries, localities and fields determines the degree of synchronisation and harmony of overall planning and the effectiveness of development processes. However, the cooperation among relevant units remains lax and ineffective. The capacity of planning agencies at all levels fails to meet actual requirements. Planning staff in localities is thin, weak and inexperienced. This leads to poor, infeasible and infective planning.
To overcome difficulties and resolve the aforementioned shortcomings, Mayor Nguyen The Thao, head of Steering Committee for Programme 06, emphasised five key tasks to be performed. Functional agencies must speed up the progress of planning and issue regulations and guidelines on management and implementation of planning; quickly seek measures to improve investment environment to encourage investors and mobilise resources for urban and social infrastructure development; enhance urban construction management; inspect and strictly handle violators of urban order and security.
Besides, the city needs to improve planning quality, collect public opinions and local authorities about planning, and ensure the uniformity of overall and specific planning. It also needs to instruct departments and districts to modify planning and interlink the State, the people and investors; review infeasible and slow-moving planning; and revoke sluggish planning and projects.
Last but not least, Hanoi needs to complete its construction planning and sector-specific planning and perfect regulations on planning. Planning must become an effective tool for urban construction, development and management in a sustainable way.
