Government Issues Decree Detailing Law on Planning

The Government has issued Decree 37/2019/ND-CP detailing implementation of some articles of the Law on Planning.

The decree details some contents in Article 15 (planning tasks), Article 17 (planning consultancy organization), Article 19 (planning opinion collection), Article 22 (national master planning), Article 23 (national maritime space planning), Article 24 (national land use planning ), Article 25 (national sector planning), Article 26 (regional planning), Article 27 (provincial planning), Article 30 (Planning appraisal council), Article 40 (planning announcement), Article 41 (national planning and information system) and Article 49 (planning assessment responsibility) of the Law on Planning.

Regarding the planning time, the decree specifies that the time limit for formulating the national master plan, the national marine space planning, the national land use planning and regional planning cannot exceed 30 months from the date of approving the task to this effect, in which the time limit for elaborating planning components of the national master plan, the national marine space planning and regional planning cannot be more than 18 months. The time limit for elaborating national and provincial planning cannot exceed 24 months from the date of approving the planning task.

The ruling also provides for the construction of a national information system and database on planning.
