Vinh Long Boosts Rapid, Sustainable and Inclusive Economy

Vinh Long will mobilize resources for economic restructuring, transform the growth model from extensive to intensive growth, and improve labor productivity and economic competitiveness, said Mr. Le Quang Trung, Vice Chairman of the Vinh Long Provincial People’s Committee, in an interview with Vietnam Business Forum on specific tasks and solutions to create breakthroughs and develop the rapid, sustainable and inclusive economy. Endowed with various potential and comparative advantages for economic development, how has the province facilitated these utilities?

Vinh Long is one of dynamic provinces in the whole Mekong Delta region. Good geographical location and favorable natural conditions, plus cultural identity and heroic historical traditions, have created the unique character of Vinh Long land and people. With mild climate and fertile soil, Vinh Long has the advantage to develop agricultural economy with key products rice, fruits, catfish, and livestock and poultry. Vinh Long has the second largest fruit-growing area in the Mekong Delta. The province has built indigenous fruit-growing areas under popular safety and quality standards. Its popular specialty fruits include Nam Roi pomelo and sweet orange.

Currently, Vinh Long has two active industrial parks with total area of 386 ha, of which 86% of rentable area has been leased to secondary investors, and three blueprint industrial parks which are calling for developers. In addition, the province has active Co Chien Industrial Cluster and many small-scale industrial and handicraft complexes across districts, towns and cities ready to serve new tenants. Transport, irrigation and technical infrastructure is relatively complete. The traffic system is seamlessly connected with five national highways and three national riverways and this facilitates trade of goods with other localities in Vietnam and with other countries around the world. Vinh Long is home to three universities, five colleges, two secondary vocational schools, 10 provincial vocational training centers and 14 local vocational training centers capable of training thousands of students every year, thus well responding to recruitment demand by investors. In particular, with its resolution to develop the business community, Vinh Long has taken positive steps to improve the Provincial Competitiveness Index (PCI) to secure high rankings in the nation.

Clearly defining local potential and advantages coupled with properly carrying out preferential policies and mechanisms of the central government, Vinh Long strives to improve its investment and business environment, and enhance local competitiveness to court investors and enterprises. Identifying local characteristics, advantages, disadvantages and bottlenecks of the economy, in the coming time, Vinh Long will mobilize resources for speeding up economic restructuring, changing the growth model from extensive to intensive approach, and enhancing labor productivity and economic competitiveness towards a green, sustainable and climate-resilient economy. The province will effectively combine the goal of changing the growth model with the goal of mobilizing and attracting maximum capital sources for development investment, especially investment capital sources for essential infrastructure projects. Vinh Long will continue to firmly perform the tasks of changing the growth model, restructuring the economy, and improving the business environment more effectively.

From 2016 to 2018, Vinh Long secured high PCI rankings in the country. To further raise its PCI standing in the coming years, what solutions will Vinh Long province take?

The Provincial People’s Committee has focused on radically directing companies to tackle their hardships; organizing dialogues and building support mechanisms and policies; simplifying administrative procedures and reducing time and cost of handling administrative procedures. So, its PCI standing has progressed in recent years. In 2016 and 2017, its PCI ranked sixth among 63 provinces and cities across the country before sliding to eighth position in 2018, graded a province with good administration.

In the context of the Fourth Industrial Revolution, all provinces and cities are trying to improve the business environment, enhance technological and creative capacity to adapt to new production. The Provincial People’s Committee also issued a plan to carry out the Government’s Resolution 02/NQ-CP dated January 1, 2019, on continued implementation of main tasks and solutions for better business environment and higher national competitiveness in 2019 and to 2021 in Vinh Long province. Accordingly, the province will maintain its good business environment and high competitiveness and strive to score over 70 points of PCI in 2019 by keeping and increasing PCI component indices.

To achieve these objectives, local agencies and units keep track of central instructions and guidelines to timely concretize and advise on the effective implementation of assigned tasks to contribute more to the overall competitiveness of the nation and realize the government’s targets. The province enhances the responsibility and activeness of relevant agencies in raising PCI and every component index. Every agency needs to increase 114 PCI component indices. It will continue to abolish or simplify regulations on business conditions, and bring more administrative procedures to the single-window mechanism.

Besides, the Vinh Long Public Administration Service Center was officially put into operation in early April 2019. The province has focused on completing the local public service portal system, gradually connected the national database and specialized database for online public service. The province has also paid attention to developing innovative ecosystems and supporting and encouraging creative business startups.

To achieve the target set forth by the Resolution of the Provincial Party Committee in the 2015 - 2020 term of developing the province into a high-ranked province in the Mekong Delta. What tasks will the province focus on from now till the end of this term?

To actively integrate and promote all resources and motivations for rapid, sustainable and inclusive development, especially to realize the goal of bringing Vinh Long’s social economy to the middle level in the Mekong Delta in 2020, the province will give priority to the following consistent tasks and solutions.

First, maintaining macroeconomic stability, upholding political security, social order and safety in the area.

Second, thoroughly utilizing strengths, proactively translating advantages and potential into reality. Particularly, its central geographical position of ​​the region should be leveraged for trade and service development, especially logistics services. The province needs to well prepare conditions for the advent of large, leading companies capable of establishing and expanding production value chains, specifically processing, manufacturing, supporting industries and high-tech agriculture.

Third, making breakthroughs in investment policies to draw investment capital for infrastructure development from city to countryside and connect with development axes of the Mekong Delta.

Fourth, utilizing resources sourced from land and assets, infrastructure on the land.

Fifth, analyzing and assessing economic capacity; reshaping existing investment mechanisms and policies to have a comprehensive, inclusive and long-term perspective of the local economic development, thus creating new motivations and breakthroughs for local development.

Sixth, developing high-quality human resources and enhancing scientific and technological potential to improve labor productivity, economic growth quality, and quickly accessing the Fourth Industrial Revolution.

Seventh, speeding up administrative reform to better the business and investment environment and enhance competitiveness.

Finally, associating economic development with solving environmental problems and upholding social progress; preserving and promoting traditional values ​​and culture to arouse pride and love for the homeland and the country, creating socioeconomic development motivations.

And, to change the growth model, the province continues to carry out strategic breakthroughs: Developing synchronous, modern socioeconomic infrastructure by integrating and aligning multiple objectives; developing human resources, accelerating science and technology transfer to meet development requirements and access the Fourth Industrial Revolution; developing the market economy, improving the business environment, creating strong and effective changes in investment attraction, encouraging entrepreneurship and strongly developing the private economic sector.
