Binh Duong's PCI Breakthrough and Governmental Resolve

In 2018, Binh Duong was the sixth best performer in the country and the best performer in the Southeast region as local businesses spoke highly of the agility and creativity of the provincial government, as well as transparency and openness of the business environment.

Binh Duong - Top 10 performer again

Specifically, 87% of companies responding to the PCI survey agreed with the statement that “The Provincial People’s Committee flexibly applies the law to create a favorable business environment for the private economy”, up from 80% in 2017. By the same token, 76% said that “The Provincial People’s Committee is dynamic and creative in solving new emerging issues”, up from 70% in 2017. Besides, 59% thought that procurement processes are transparent, up from 47% in 2017, and 81% said that they get feedback from provincial agencies, up from 62%. Moreover, according to the VCCI survey, infrastructure continued to be the province’s strength as it maintained leadership and kept a clear distance with the rest.

The Provincial Competitiveness Index (PCI) of Binh Duong province climbed eight places in 2018 after it added 1.62 points.

On PCI component indicators, six gained ground in 2018 (accounting for 70% of the weight): market entry costs, access to land, information transparency and access, dynamism and leadership of the provincial government, informal charges, and labor training. Falling indicators consisted of administrative cost, fair competition, business support services, and legal institutions.

Many solutions for higher PCI in 2019

Mr. Tran Thanh Liem, Chairman of Binh Duong Provincial People’s Committee, said that the positive outcome resulted from consistent, serious and effective implementation of the directions of the Government and central authorities: Focusing on implementing key tasks and solutions for better business climate, higher national competitiveness, and more effective business support and development to 2020. The province publicized information on provincial plans and budgets, facilitated enterprises to seek information for their investment and business planning. It also inaugurated and operated the Binh Duong Public Administration Center with the purpose of shortening the time for handling administrative procedures and improving the service attitude of public employees.

Moreover, business support services were improved to meet business requirements; and labor quality was raised gradually. Binh Duong made efforts to improve fair competition.

Liem said, Binh Duong province saw six rising indicators and four declining indicators in the PCI Index 2018. Therefore, the province will maintain rising indices and improve declining indicators.

The Department of Planning and Investment advised the Binh Duong Provincial People’s Committee to direct provincial agencies and local authorities to perform key tasks: Enhancing the quality of business support such as vocational training, labor, trade promotion, credit and labor training; effectively coordinating provincial departments and localities to address difficulties faced by people and businesses in the course of doing business; stepping up administrative reforms to cut down procedures, reduce time and enhance the effect of settling administrative procedures for people and businesses; strengthening the accountability and responsibility of leaders, disseminating administrative reform contents in mass media; speeding ​​up public employee training in communication skills and professional skills; and taking stronger actions to offer better service for citizens and businesses.
