Lang Son Customs Boast 48% Budget Collection Growth

Lang Son Customs collected VND2,241.8 billion of tax in the year to August 12, up 48% over the same period of 2018 and equal to 80.1% of the assigned target. Of the sum, VND370.9 billion came from import and export duties, VND1.9 billion from special consumption tax, VND1,843 billion from value-added tax, and VND26 billion from other duties. The import and export value totaled US$2,273 million.

Mr. Vy Cong Tuong, Deputy Director of Lang Son Customs Department, said, key growth drivers came from some merchandise items like vehicles, iron and steel, aluminum and air conditioners. Duties from these products soared in the period.

The department has effectively reformed administrative procedures in the spirit of Resolution 02/NQ-CP of the Government on continued execution of main tasks and solutions for better business environment and higher national competitiveness in 2019 and to 2021, he said. Since the start of the year, the agency has settled 118 administrative records through the Online Public Administration Service System and resolved all records in time. This year, some automobile products originated from China met standards specified in the Prime Minister's Decision 49/2011/QD-TTg. In particular, automobile importers met conditions prescribed in the Government’s Decree 116/2017/ND-CP to import more vehicles, resulting in higher tax revenue.

According to the department, although automobile and parts import boosted tax revenue in the reviewed period, the volume of automobiles and parts will gradually decline as the domestic demand will be stable soon.

According to the tariff reduction roadmap under the ASEAN - China Trade Agreement for the 2018 - 2020 period, many imported products have been subject to preferential tax rates (basically reduced to 0%) from 2018. Meanwhile, products imported through the province belong to this category, including trailers, special-use vehicles, interior furniture and production materials.

Mr. Vy Cong Tuong said, in the last months of this year, the department will drastically carry out solutions to increase State budget revenue; actively work with relevant border gate forces to apply consistent solutions, flow exports and imports, timely settle customs clearance procedures, facilitate and promote merchandise export and import and human travelling across local border gates.
