Promoting Cashless Payments

Implementing the direction of the Government and the State Bank of Vietnam (SBV) on promoting cashless payment, over the past time, the Binh Thuan banking industry has actively promoted cashless payment solutions; thereby facilitating payment for organizations and individuals while helping to make transactions transparent on the basis of ensuring accuracy, safety and convenience.

Mr. Bui Xuan Chinh, Director of SBV Binh Thuan Branch, said the implementation of the scheme to promote cashless payment and the project to promote payment via banks for public services and payment of social security programs of the Government, over the past years Binh Thuan banking has actively coordinated with relevant units to synchronously and drastically implement many solutions such as promoting information dissemination on cashless payment and payment via banks for public services; improve the quality of payment services, develop electronic banking services, expand the implementation of payment via account; connect with public service providers in the area to collect taxes, electricity, water, tuition, hospital fees and pay for social security programs via banks; develop ATM and POS systems in combination with rational arrangement in order to effectively exploit and avoid overlapping; pay attention to expand ATM network to rural areas; implement solutions to ensure security and safety in payment, protect legitimate rights and interests for customers.

Thanks to the above efforts, the rate of cashless payment in Binh Thuan province has increased significantly. People have made positive changes in the implementation of cashless payment, increasingly paying by card via POS when shopping for goods at supermarkets, shopping malls, restaurants, resorts; transfer of payment for purchase invoices; pay electricity, water, tuition fees via bank; use mobile banking utilities to recharge phones, book flights, book hotels; carry out financial transactions by collection order, payment order at the bank's transaction counters, by phone transfer and via the internet; and use electronic wallets in payment of shopping transactions, telecommunication charges.

Implementing Decision 241/QD-TTg of the Prime Minister, on May 11, 2018, Binh Thuan Provincial People's Committee issued Plan 1864/KH-UBND to implement the scheme to promote payment via banks for public services like taxes, utilities, tuition, hospital fees and payment of social security programs in the province.

In the coming time, in order to continue promoting cashless payment, Binh Thuan banking industry will coordinate with related units to continue promoting communication on cashless payment among the people; mobilizing and encouraging officials and their families and relatives to participate in the implementation, of which officers and employees of the banking industry are at the forefront of implementing payment via banks. Binh Thuan banking will strengthen inspection and review of ATM system and payment gateway service; ensure safety and security for transactions via ATM, POS and customer authentication solutions to prevent and combat fraud, create trust for customers in card payment. Binh Thuan banking will actively and proactively access, cooperate and speed up the ability to connect and exchange data information with public service providers in the locality to promote payment via banks and at the same time enhance the propaganda and guidance to customers about payment via banks.

In addition, the whole industry will also enlist the support of the Head Office in developing new and modern payment products and services based on the application of information technology - telecommunications, ensuring safety and convenience, enable customers in remote areas of the banking network to be provided with payment services. Binh Thuan banking will invest in infrastructure and connect with relevant agencies to better meet customers' needs in payment for public services; and support suppliers to collect debt promptly.
