Vinh Phuc Requests Agencies to Promptly Tackle Difficulties for Projects

In the regular meeting of the Vinh Phuc Provincial People’s Committee for September, Chairman Nguyen Van Tri asked provincial departments, district governments and investors to urgently and proactively work to remove difficulties and obstacles for projects, especially in site clearance; resolutely handle contractor’s violations; review the project progress to propose the Provincial People's Committee to revoke investment licenses or transfer financially inviable projects or delayed projects; and urge investors to speed up bidding and project deployment.

For the list of eligible public investment projects to be submitted to the Provincial People’s Council for approval, the Chairman of the Provincial People’s Committee requested relevant agencies to represent such projects, urgently complete procedures, especially funding source appraisal, to ask for investment permission prior to September 25. If assigned agencies are unable to perform these tasks, they will be responsible to the Chairman of the Provincial People's Council and the Standing Board of the Provincial Party Committee.

During the meeting, Chairman of the Provincial People’s Committee Nguyen Van Tri emphasized that, in recent years, the province has witnessed steady economic growth, better incomes and livelihoods of people. However, the actual income and living standards of Vinh Phuc people remain lower than in some provinces with similar development conditions. He told relevant agencies and sectors to thoroughly study the scheme and advise the Provincial People’s Committee to introduce specific mechanisms, policies and solutions to better people's income and livelihoods; assigned the Department of Planning and Investment to collect and complete the scheme for the Provincial People’s Committee to report to the Standing Board of the Provincial Party Committee. The scheme must specify the roadmap and objectives; highlight local practices; clarify roles of the government, businesses and people in raising people’s income and livelihoods; and specify resources for implementing the scheme.

With respect to settling service land for projects, Chairman Tri requested the Department of Construction to complete land planning, with priority given to service land planning. The Department of Natural Resources and Environment is responsible for speeding up the review of land allocation records. The District People’s Committees will focus on speeding up site clearance and completely handling land backlogs.

Also at the meeting, the Provincial People’s Committee remarked on the promulgation of regulations on the order of carrying out investment projects under the Investment Law in the province. The draft Resolution of the Provincial People’s Council approved agricultural support policies. It also stipulates longevity gift levels for the elderly in Vinh Phuc province. The scheme also spurs the entrepreneurial spirit of young people of Vinh Phuc.
