Economic Development Associated with Social Security

In the first 6 months of 2020, the international and domestic situation had many changes because the COVID-19 epidemic was very complicated, unpredictable, spreading all over the world. In that context, Binh Duong province focused on drastically implementing the guiding documents of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council on the task of focusing on the implementation of measures to prevent, combat, control and prevent the COVID-19 epidemic and promoting socio-economic development. As a result, the province's socio-economic situation achieved positive results; the political security, social order and safety in the area were maintained and stable.

Proactively overcoming challenges

Accordingly, in terms of economic development: the gross regional domestic product (GRDP) increased by 6.73% over the same period in 2019 (the same period increased by 8.09%); in which: industry - construction increased 7.21%; service increased 5.65%; agriculture, forestry and fishery increased 3.45%; product tax minus product subsidies increased by 6.86%.

Despite facing many difficulties and challenges, the industrial production activities had bright spots, maintaining a fairly good growth. The business community and industrial production establishments have been proactive, upholding the spirit of overcoming difficulties, making efforts to adapt to the situation, maintaining production and trying to stabilize jobs for employees. Many businesses, organizations and individuals were interested in giving advice and suggestions to all levels and sectors with many positive and feasible ideas to restore production and business development, ensuring social security, political security, social order and safety. The industrial production index in the first 6 months of the year was estimated to increase 6.4% over the same period in 2019; in which: the mining industry decreased by 10.6%; the processing industry increased 6.38%; the electricity, gas and water production and distribution rose 10.4%; the water supply and the wastewater and waste treatment rose 13.7%.

In the field of trade-services, Binh Duong effectively implemented the program of market stabilization, goods stockpile during the holidays, Tet and the COVID-19 epidemic prevention and control, ensuring sufficient quantity and quality of essential goods, preventing shortage of goods, price fever; well monitoring and controlling the production, consumption and price of medical items (masks, protective gear, gloves, disinfectant solution and other medical equipment). The market management, prevention of trade fraud, fake and poor quality goods were strengthened. The total retail sales of goods and service revenues in the first 6 months were estimated at VND 122,391 billion, up 9.4% over the same period. The average consumer price index in 6 months increased by 3.44% over the same period.

In the first quarter of 2020, the import and export activities in the province were relatively stable due to the fact that enterprises fulfilled orders in 2019 and epidemics only appeared in the Chinese market, but there were many difficulties when the epidemic occurred and spread globally in the second quarter. Up to now, the import and export situation has had many improvements, enterprises have started to export goods to markets (USA, Japan, South Korea, ASEAN, some European countries, China), and the problem of short supply of raw materials for production has been basically improved. The export turnover was estimated at US$11.9 billion, up 0.4% over the same period in 2019. The import turnover was estimated at US$ 9.4 billion, up 4.2%; maintaining a trade surplus of US$ 2.6 billion.

In the first 6 months of 2020, the production value of agriculture, forestry and fishery increased by 3.3% over the same period in 2019. The agricultural production with high technology application, urban agriculture continued to develop. Regarding the national target program on building a new countryside, Binh Duong province is concentrating on completing the dossier and submitting it to the Central Appraisal Council to recognize Bau Bang, North Tan Uyen and Phu Giao districts meeting new rural standards.

Up to now, Binh Duong province has 29 industrial parks with an area of 12,721 hectares, the rate of land lease at 84.4% and 12 industrial clusters with a total area of 790 hectares and the rate of land lease at 67.4%. In the first 6 months of 2020, investors of industrial parks and secondary investors invested in building infrastructure and factories with a total capital of over VND 5,954 billion (up 28.9% over the same period), the industrial parks have leased land and factories with a total area of 41.6 hectares, foreign investment reached US$ 697 million (accounting for 72% of the whole province). The enterprises in the industrial parks disbursed US$ 1.058 billion; the turnover reached US$ 14.2 billion; the export reached US$ 9.7 billion (accounting for 81.5% of the whole province).

Regarding domestic investment attraction (as of June 30, 2020), the province attracted 29,834 billion of business registered capital (down 4.2% over the same period), including 3,017 newly registered enterprises (VND 18,022 billion) and 614 additional enterprises to increase capital (VND 14,011 billion); 30 businesses with capital reduction (VND 586 billion) and 219 dissolved businesses (VND 1,613 billion). Up to now, Binh Duong province has 45,493 domestic enterprises with a total registered capital of VND 394,491 billion.

In terms of foreign investment attraction (up to 30/6/2020): the province attracted US$ 963 million (reaching 68.8% of the plan, equaling 66% over the same period), including 71 new projects (US$ 327 million), 53 projects adjusted to increase capital (US$ 248 million), 272 projects of capital contribution (US$ 392 million) and 4 projects of capital reduction (US$ 4 million). Until now, the whole province has 3,865 foreign-invested projects with a total registered capital of US$ 34.93 billion.

Ensuring social security

The social security and welfare are paid attention; the regimes and policies for people with meritorious services, social beneficiaries, the poor and workers during the holidays and Tet have been carefully implemented.

Regarding the support for subjects according to the Government's Resolution 42 / NQ-CP, as of June 30, 2020, the province spent VND 69.1 billion; including VND 6.2 billion for 6,839 retail lottery ticket sellers; VND 6.8 billion for 4,574 people who contributed to the revolution; VND 2.2 billion for 1,497 relatives of people with meritorious services; VND 6.5 billion for 8,744 poor households; VND 7.5 billion for 10,114 near poor households; VND 39.3 billion VND for 26,234 beneficiaries of social protection; completing procedures to continue spending VND 33.3 billion.

At the same time, the province regularly monitored the labor situation in enterprises. According to statistics from April 1st to June 12th, 2020, there were 258,229 employees in businesses affected by the epidemic. In 6 months, there were 3,158 enterprises wishing to recruit 50,607 employees, the province advised to introduce jobs for 52,731 people, creating additional jobs for 17,850 people (reaching 39.6% of the plan). It received and processed 68,103 dossiers to enjoy social insurance benefits, including 29,769 dossiers of unemployment benefits with the amount of VND 507 billion (an increase of 426 records of unemployment benefits compared to the same period, the financial amount increased VND 64 billion).

In taking care of people's health, medical examination and treatment facilities ensured good medical examination and treatment during Tet; prevented and fought against infectious diseases, ensuring food safety and hygiene. In the first 6 months of 2020, dangerous infectious diseases fell sharply over the same period: dengue fever decreased 59.6%, hand, foot and mouth disease decreased 77.6%, measles down 90.2%, and malaria had 01 case. They have continued to develop household health insurance, up to now, the percentage of people participating in health insurance reaches 81.9%.

The province has focused on implementing many measures and plans according to the Call of the General Secretary - President, the direction of the Prime Minister, the Ministry of Health and relevant units on epidemic prevention and control of COVID-19: Establishing of the Interim Steering Committee of Civil Defense of Binh Duong Province and a Steering Committee for the prevention and control of acute respiratory infections caused by new strains of Coronavirus. It has grasped the motto "four in place"; ensuring medical equipment and supplies, human resources, funding, and establishing isolation zones according to regulations; propagating to raise awareness and responsibility for epidemic prevention and control to each facility and household.
