Switzerland Strongly Supports Vietnam to Improve Business Environment

Swiss State Secretary Ms Marie-Gabrielle Ineichen-Fleisch, accompanied by a delegation of Swiss enterprises, recently paid a visit to Vietnam. The visit of Ms Marie-Gabrielle Ineichen-Fleisch not only is a highlight on the 45th anniversary of bilateral collaboration between the two countries, but it also reflects expectation of the two Governments in maintaining and expanding the collaboration and partnership between Vietnam and Switzerland.
On the basis of the effective collaboration between the two Governments over the past time, the Government of Switzerland continues to prioritise support towards sustainable development and improvement of competitiveness and increased productivity of Vietnamese enterprises. At the same time, it serves as an opportunity for the delegation of Swiss enterprises to study the business environment, business start-up in Vietnam as well as potential investment opportunities in Hanoi.
During the visit, she had a meeting with Hanoi Business Registration Office. In the meeting, Mr Bui Anh Tuan, Deputy Director General of Agency for Business Registration delivered a brief presentation on the contributions and support of the Government of Switzerland to business registration in Vietnam.
The business registration reform programme in Vietnam started in 2008 with the support of international organisations including the State Secretariat for Economic Affairs (SECO). From 2010 until 2013, SECO provided financial support of more than US$6.5 million for the Project “Technical assistance to business registration reform in Vietnam” divided into 2 phases: Establishment of the National Business Registration System (Phase 1) and Establishment of a financial statements filing and information dissemination system (Phase 2). Significant achievements in these phases include step-by-step finalisation of the business registration legal framework and successful establishment of the National Business Registration System storing legally binding information of enterprises nationwide.
In the 2014-2018 phase, SECO continues to provide financial funding of nearly US$5.8 million for the Project “Expansion of the National Business Registration System to new business entities”. The objective of the Project is to contribute to an enabling business environment for the private sector by strengthening the capacities of the Agency for Business Registration, the Business Registration Offices, ministries, agencies including for inter-institutional coordination and collaboration.
During the past time, the authority of Hanoi has applied various proactive methods towards an improved investment and business environment. These methods focus on reformed administrative procedures as well as the serving attitude of business registration staff. Currently, the percentage of dossiers processed within the statutory time-limit at Hanoi Business Registration Office is 83.75 per cent. Besides, within a short time, the percentage of online business registration dossiers in Hanoi has reached more than 50 per cent. Enterprises conducting procedures at the Business Registration Office will be supported by enthusiastic business registration staff.
Addressing the meeting, Ms Marie-Gabrielle Ineichen-Fleisch said “I am impressed by the achievements and efficiency of the business registration reform programme in Vietnam over the past years. The Government of Switzerland strongly supports further reforming of the business environment to create favourable conditions for enterprises’ operation in Vietnam.”
“We would like to express our sincere appreciation and recognition of the Government of Switzerland in general, and of SECO in particular, for your co-operation and support in the development of a sustainable and equitable economy of Vietnam. The achievements of our co-operation in business registration have brought about fundamental changes in public services towards modernization through the application of information technology in exchanging and sharing enterprise information which is in line with the with sustainable development objectives of the framework of cooperation of the two governments,” said Ms Tran Thi Hong Minh, Director General of the Agency for Business Registration.  
In line with the efforts of the Government in reforming the business environment, the People’s Committee always tries our best to facilitate domestic and foreign-invested enterprises in Hanoi during their establishment and operation in the city. We have implemented many methods to improve the service quality in reception, consultancy and guidance provided to enterprises. We expect that by 2017, all dossiers will be conducted online. If you had been here 05 years ago, you would see how significant the change is. Enterprises no longer have to stand in a long queue to submit dossiers or to receive guidance. According to VCCI’s annual assessment, business registration is the sector of the best reform in Vietnam,” said Mr Nguyen Doan Toan, Vice Chairman of Hanoi People’s Committee.
After the visit to Hanoi Department of Planning and Investment, Ms Marie-Gabrielle Ineichen-Fleisch, together with Leaders of the Ministry of Planning and Investment, chaired a Launching Ceremony of Vietnam-Switzerland Development Cooperation Strategy for the 2017-2020 phase. This event represents a solid basis for continuing the long-standing collaboration between the two countries in the coming four years.
