Boosting Vietnam-Japan Agricultural Cooperation

Agricultural cooperation between Vietnam and Japan has been boosted and has practically benefited both sides.

According to former Minister of Agriculture and Rural Development Cao Duc Phat, Vietnam-Japan cooperation relations have been elevated to the far-reaching strategic partnership and comprehensive cooperation in various fields including agriculture, a very important sector, contributing to over 20 percent of annual GDP, employing more than 70 percent of the population to ensure national food security.
Agricultural cooperation between two countries has also received the support and close direction of the leaders of the both sides. Medium and long term vision of agricultural cooperation has been built and deployed for the 5 year period from 2015 to 2019, with specific actions and will be implemented in each pilot area with the focus on each stage of the food chain.
Minister of Agriculture, Forestry and Fisheries of Japan Hyashi Yoshimasa accessed that Vietnam and Japan have the potential and unique advantages to promote agricultural development cooperation. Japan is a developed industrial country, with modern agriculture and many advantages in the application of high technology in agriculture.
However, Japanese agriculture meets only 45 percent of domestic demand and has to import agricultural commodities. This is considered the advantages of Vietnam to expand exports of agricultural goods to Japan.
However, Vietnam needs to focus on technological innovations, manage production process, complying with exports safety production standards of the Japanese market.
Regarding cooperation policy in the coming time, Vietnam wants to cooperate in high-tech agriculture of animal husbandry, horticulture, fisheries, animal quarantine, irrigation management aimed at improving productivity and quality of agricultural products for export in service and expand export markets for Vietnam's agricultural products to other countries.
Currently, support of the Government of Japan in the field of fisheries is not much so the two sides should continue to promote it in the future.
Cooperation in building food chain
Vietnam is an agricultural powerhouse and one of the top exporters of rice, cashew nuts, coffee, pepper in the world. When income and purchasing power of Vietnam and other countries in the region rise, domestic consumption will grow and is expected to continue rising in the near future. In this context, together with the Government of Vietnam trying to raise agricultural productivity, the Government of Japan and the Japan International Cooperation Agency (JICA) also have promoted public-private partnership to develop food value chain in Vietnam. Along with the industrialisation of agriculture, the construction of the food value chain and investment by private enterprises, human resource training and technical training are also important.
At the recent seminar "Agribusiness in Vietnam-orientation for near future", JICA Vice President Eijima Shinya said, the strengths of Japan are high-tech background and long agricultural tradition. However, Japan has social problems including increasing the number of the elderly and declining population; while Vietnam has a growing economy, increasing population and many young people but technically immature. Therefore, the cooperation between two countries can solve the problem of the two countries.
Mr Nguyen Anh Minh, Deputy Director of International Cooperation Department - Ministry of Agriculture and Rural Development, said: Boosting agricultural cooperation between Vietnam and Japan in the future is essential to promote the inherent advantages of each country, to develop sustainable agricultural chain and efficiency. If the two countries promote cooperation in agriculture, Vietnam’s enterprises will benefit from the agricultural experience of Japanese firms, from management experience, searching for markets, product distribution, as well as enhancing the added value of agricultural products.
In recent discussion between parliamentarians of the two countries on cooperation in agriculture, tourism and climate change, Japan also expressed their desire to cooperate with Vietnam in construction projects to promote value chain of agriculture and forestry, irrigation projects, construction of fishing ports, fishing and other fields.
Businesses said that to further strengthen the cooperation between Vietnam and Japan in the field of agriculture, the two sides should continue to coordinate in implementation of medium and long-term visions of agricultural cooperation between Vietnam and Japan in the period 2015 -2019, in particular, focus on five issues of cooperation: improving productivity, value-added; food processing, product development; improving circulation, cold chain; cooperation on climate change; training high-quality human resources.
Japan is considering opening its market soon for the fruit items of Vietnam; providing credits for Vietnam to support the development of agricultural infrastructure and disaster prevention for the northern mountainous region and promote cooperation between Vietnam’s and Japan’s enterprises and cooperation between Vietnam’s and Japan's localities.
