Ho Nai Industrial Zone JSC: Government Needs to Join Mass Communication

As the investor of Ho Nai Industrial Zone, Ho Nai Industrial Zone Joint Stock Company (HONIZ), with its responsibility and the valuable support of local authorities, is aiming at turning Trang Bom into a modern industrial district.

Remarkable results
Ho Nai Industrial Zone is located in the east of Bien Hoa City on the conjoining administrative area of Bien Hoa City and Trang Bom district and is bordered by North - South Railway in the north; residential areas in the south and about 1.5 km from National Road 1A (bypass section around Bien Hoa City); residential zones in the east with National Road 1A (bypass section around Bien Hoa City) and National Road 51; and a military zone in the west. In order to serve the economic restructuring programme where the focus is building Trang Bom into an industrial district, in the past time, the district has invested in construction of traffic routes and technical infrastructure for industrial zones, with key projects being Ho Chi Minh City - Long Thanh - Dau Giay Highway and Long Thanh International Airport. “This is a solid foundation for Ho Nai Industrial Zone to be a reliable choice of domestic and foreign investors. And, also by utilising this advantage, HONIZ has gradually formed a big industrial zone from a small facility that made motorcycle parts. To date, the company invested in infrastructure and planned a multi-sector industrial zone,” said Thai Minh Quang, General Director of Ho Nai Industrial Zone Joint Stock Company.

In the first phase of development, HONIZ has leased 126 ha out of 150 ha of rent-able land to 94 tenants (mostly small and medium enterprises and parts manufacturers for SYM motorcycles). Seeing the upward industrial development trend of the district, Ho Nai Industrial Zone Joint Stock Company decided to carry out the second phase that covered an area of nearly 271 ha (divided into two sub-phases of investment, the land was reclaimed in Trang Bom district and Bien Hoa City). Quang said, at this second stage, in 2008, VMEP rented the land to build an experimental centre and a motorcycle assembling plant (prepared for the relocation of its motorcycle assembly plant from Bien Hoa City to Ho Nai Industrial Zone when the land lease term expired). Therefore, the compensated land area was 241 ha. Currently, the company has compensated and cleared 100 ha of land and invested technical infrastructure there. This also has service areas like fitness and sports facilities, clinics and residential quarters.

Identifying difficulties, obstacles
Although the company has many favourable factors for development, it was also caught in a pyramid of difficulties, especially land reclamation. General Director Quang explained that the company still could not recover the land planned in the first phase and this thus affected the company’s infrastructure completion. For that reason, the second-phase planning was much more difficult both in investment and land clearance since land compensation and infrastructure investment costs were much higher than the first phase. “HONIZ is still trying to focus on infrastructure construction for Ho Nai Industrial Zone in the fastest manner,” he added.

Site clearance is not only a hard-nut-to-crack issue not only for HONIZ or Trang Bom district but also for Dong Nai province and the whole country. He hoped that local and central governments also need practical policies to seek consensus from people to troubleshoot land compensation issues. In addition, authorities should invest in infrastructure projects, link industrial zones with their peers and other localities and raise funds for construction of infrastructure outside industrial zones. For its part, Ho Nai Industrial Zone will always further attract investment capital and develop key industries, which tap local advantages and cause little impact on the environment.

With its experience, right orientations and concrete solutions, Trang Bom will become a modern industrial district and play an important important part in Dong Nai province’s sustainable economic development.
