Multilateral Cooperative Relationships Deepen with PM’s Visits to Germany and the Netherlands

Prime Minister Nguyen Xuan Phuc, his wife and high-ranking Vietnamese delegation successfully concluded their official visits to Germany and the Netherlands at the invitations of Chancellor of Germany Angela Merkel and Prime Minister Mark Rutte, from July 5 to 12, and attended the G20 Summit, representing the national status, enhancing the image of Vietnam as a dynamic and responsible partner of the international community.

With 40 activities in the busy agenda from July 5-8, Prime Minister Phuc's visit to Germany resulted in positive bilateral friendship and cooperation between the two countries, especially in economic, trade and investment relations.

Prime Minister Phuc held talks with Chancellor Angela Merkel, and President Frank-Walter Steinmeier, and met with the President of the Federal Council (Senate), the Minister of Economy and Energy and leaders of many German states such as Berlin, Hamburg, Hessen, Rheinland-Pfalz, and visited and talked staff of the Embassy of Vietnam in Berlin, Consulate General of Vietnam in Frankfurt and overseas compatriots.

The two sides agreed to further strengthen the political credibility of deepening bilateral relations; to promote effective cooperation in the fields of education, training, labour and science and technology, striving to transform Vietnam-Germany University into a world-class university and in Southeast Asia and the world, promoting German and Vietnamese teaching projects at the secondary level in Vietnam and Germany; to consider extending cooperation in the field of vocational training for Vietnamese workers to work in Germany; to assist each other in the field of criminal justice and examine the possibility of negotiating the Agreement on Extradition and the Agreement on the Transfer of Imprisoned Persons with a view to completing the basic legal framework for cooperation in transnational criminal fighting. As a navigator in the EU, having experience in maritime disputes, Germany affirmed its support for freedom of navigation and navigation in the East Sea, supporting the legitimacy of Vietnam and ASEAN in solving disputes by peaceful means in the spirit of supreme international law, in particular the United Nations Convention on the Law of the Sea 1982 (UNCLOS), and the full expression of the Declaration on the Conduct of Parties in the East Sea (DOC), soon to COC.

Prime Minister Nguyen Xuan Phuc had a meeting with representatives of about 600 overseas Vietnamese from the German regions, and talked with a number of leading German companies who are eager to cooperate and invest in Vietnam, and attended and delivered a speech at the Vietnam-Germany Business Forum with the largest ever scale of nearly 700 entrepreneurs and investors.

The Prime Minister Phuc stressed that the Vietnamese Government welcomes and is ready to create favourable conditions for German businesses active in Vietnam and strongly urges German investors and businesses to invest in Vietnam, especially in the fields of mechanical engineering, manufacturing, renewable energy, electricity, electronics, and other hi-tech fields that Germany has strengths and Vietnam has needs. The Prime Minister Nguyen Xuan Phuc believes that there will be a new wave of German investment into Vietnam, bringing practical benefits to the business community and the people of the two countries.

During the Vietnam-Germany Business Forum, Prime Minister Nguyen Xuan Phuc and the Vietnamese Government delegation witnessed the signing of 36 documents of cooperation between agencies and businesses of the two countries with a total value of nearly US$4 billion.

G20 Conference in Germany

At the G20 meeting held on 7-8 July 2017 in Hamburg, Vietnam, as the host country of APEC 2017, was invited to join with Germany, other G20 nations and APEC member countries to actively contribute ideas to global issues such as growth, trade, investment, international finance, sustainable development, climate change, energy, support to Africa, migration, health, employment, digitization and women.

At the summit, the Prime Minister Nguyen Xuan Phuc made important speeches on sustainable development, climate change and energy, the importance of strengthening cooperation and responses to climate changes, as well as highlighting the achievements of Vietnam's gender equality, the important role and contribution of women at the discussion on women's role, and digitization trend.

As the host of APEC 2017, Vietnam fosters connectivity with the G20 on priority topics in APEC 2017, namely sustainable development, climate change adaptation and energy efficiency and co-ordinates with APEC members to promote broad-based exchanges and cooperation mechanisms and frameworks for sustainable development in economic, social and financial fields.

On the sidelines of the meeting, Prime Minister Phuc held bilateral meetings with G20 leaders, Australian Prime Minister, President of South Korea, President of Indonesia, Prime Minister of India, Chairman of the European Committee, the European Council, and focused on exchanges of orientations and measures to promote bilateral relations and cooperation between Vietnam and G20 members.

During the meetings, the PM also met with Chinese President Xi Jinping, U.S President Donald Trump, Russian President Vladimir Putin, Prime Minister of Canada Justin Trudeau, President of France Emmanuel Macron, and the Presidents of South Africa, Guinea, and Senegal, to strengthen bilateral cooperation.

Official visit to the Kingdom of the Netherlands

During July 8-11, Prime Minister Nguyen Xuan Phuc held talks with Dutch Prime Minister Mark Rutte and witnessed the signing of cooperation documents, exchanged views with some ministers, talked with the Chairman of the Senate and House of Representatives, worked with the Mayor of Rotterdam, visited and discussed with the Rotterdam Port Management Company, visited the Wageningen University and Research Center, the Rikilt Food Safety Research Institute and travelled by helicopter to survey the delta planning and observe hydroelectric and sea dykes in some of the Netherlands' key basins and coastal areas.

The Prime Minister attended the Vietnam-Netherlands Business Forum with nearly 400 enterprises participants, the Business Roundtable on the topic of smart city development, airport city and exchanging with the group of finance investors, talked with the CEO of the World Economic Forum, the leaders of the Dutch-Vietnamese Chamber of Commerce, and top Dutch conglomerates like Heineken, Shell, Damen and Puma Energy.

The two Prime Ministers appreciated the fact that Vietnam and the Netherlands have become important trading and investment partners, of which the Netherlands is the second largest trading partner in Europe with turnover of nearly US$7 billion in 2016, and is the largest European investor in Vietnam with a total capital of US$7.7 billion, at the same time affirmed the need to cooperate more vigorously to exploit the potential cooperation of the two countries. Prime Minister Mark Rutter affirms that the Dutch government and business community support the EU soon to sign and ratify the Vietnam-EU Free Trade Agreement (EVFTA), thus opening up new opportunities in investment and business cooperation with Vietnam.

The two sides agreed to closely coordinate to organize successfully events to celebrate the 45th Anniversary of the establishment of diplomatic relations between Vietnam and the Netherlands in 2018.
