Towards A Quality and Sustainable Industry

Tay Ninh province has gradually restructured its industrial production to increase scientific and technological contents and the localisation rate in products, and shift from outsourced production and assembly to manufacturing and processing. On the whole, Tay Ninh province industry will attract projects to develop industrial zones and gradually become a quality and sustainable economic sector.

Synchronous and efficient
Mr. Le Thanh Cong, Director of the Tay Ninh Department of Industry and Trade, said, despite difficulties caused by the world economy in recent years, Tay Ninh province’s industrial production maintained its high growth momentum year after year. Products are increasingly diversified. The province has attracted a lot of large-scale projects in industrial zones. Up to now, a total of 167 projects are located in its industrial zones and they are contributing over 45 per cent to the province’s total industrial production value (in 2016). Highly effective industrial production has made an important contribution to the province's gross regional domestic product (GRDP) growth, for example 9.78 per cent in 2010 (industry contributed 4.26 points) and 7.56 per cent 2016 (industry contributed 3.87 points).

At present, Tay Ninh industry has formed a relatively synchronous system of five sectors (agricultural product processing, brick and cement, rubber and plastic, garment and textile, and tanning), which make up 77.73 per cent of the province’s industrial production value. The processing industry has 126 active enterprises, mainly producing refined sugar and tapioca. In the 2010 - 2016 period, the industrial production value increased 11.46 per cent a year on average. The garment and textile currently has 59 operating enterprises, mainly engaged in textile, yarn and costume production. In the 2010 - 2016 period, the industry posted an average annual growth of 23.4 per cent.

The leather and footwear industry has changed dramatically. While it occupied only 1.9 per cent of local industrial value in 2005, it jumped to 18.68 per cent in 2016. On average, in the 2010 - 2016 period, it climbed 61.94 per cent a year. The rubber and plastic industry now has 40 active companies, which make tyres, technical rubber and plastic products. In the 2010 - 2016 period, its production value increased 23.64 per cent a year on average. The non-metallic mineral industry currently has 68 companies turning out a wide range of products such as cement, clinker, baked clay bricks, foamed concrete bricks and concrete bricks. Notably, the cement production value makes up for 74.3 per cent of this industry.

Accelerated restructuring
In the common success of Tay Ninh industry today, there is a significant contribution of industrial promotion activities. In the 2010 - 2016 period, the Tay Ninh Department of Industry and Trade supported 19 enterprises (national industrial promotion with 13 projects with a total budget of VND1.74 billion; and local industrial promotion with 6 projects with a total budget of VND671.5 million). Currently, the department is advising the Provincial People's Committee on adjustments to local industrial promotion programme for 2016 - 2020. It is expected that over 120 rural companies in the province will be supported by the programme. In 2017, the national industrial extension fund will finance VND1 billion in three projects to invest in modern technology, machinery and equipment.

In the 2016 - 2020 period, the industry and trade sector of Tay Ninh province will endeavour to achieve an average annual industrial growth of at least 14.5 per cent, and the industrial and construction sector will account for 41 - 42 per cent of the economy to create a solid foundation for gathering pace on the path to industrialisation and modernisation, to become a modern industrial province in 2020. In this period, the province will give priority to developing processing industries to produce sugar, tapioca, rubber and minerals; attract investors to develop supporting industries for garment and textile, leather and footwear, hi-tech mechanical, electric and electronic equipment and component production. Particularly, Tay Ninh province will focus on solutions to unlock capital resources, labour, science and technology; mobilise and efficiently use investment resources to developing infrastructure in industrial zones to attract industrial development investment projects.

Mr. Cong said that core tasks of the Tay Ninh industry and trade sector in this period are accelerating restructuring to shift from outsourcing to manufacturing to increase scientific and technological contents and the localisation ratio in products. It will encourage and support economic sectors to develop export production, processing industries and hi-tech industries by stimulating enterprises to invest in agriculture, developing small and medium-sized enterprises (SMEs), and offering tax incentive policies. Tay Ninh will also invest in developing priority industries and supporting industries to attract investment projects with high scientific contents.
