APEC: Golden Opportunity for Business Community

Speaking to the press of preparatory works for business activities during the APEC Summit Week, VCCI President Vu Tien Loc, Chair of the APEC CEO Summit 2017, said US President Donald Trump will attend and deliver a keynote speech to the business community at the APEC CEO Summit held in Da Nang in early November.

In May, as the Chair of the APEC CEO Summit 2017, Dr Loc sent official invitation letters to President Donald Trump and other APEC economic leaders to the APEC CEO Summit and business dialogues during the APEC Summit Week.

To date, apart from President Donald Trump, several other APEC economic leaders have confirmed their attendance to the APEC CEO Summit. Chinese President Xi Jinping, Russian President Vladimir Putin and Japanese Prime Minister Shinzo Abe, among other leaders, expressed their interest in attending and addressing the APEC CEO Summit. VCCI is waiting for the official confirmation of this, he said.

The Vietnam Business Summit is considered an initiative of Vietnam and will be held annually, with a breakout session on special economic zones, an advocacy of Vietnam that needs a legal framework for formation. So, what will Vietnam bring to this theme-based meeting?
Actually, in principle, the Party and State agree on construction and development of special economic zones, but we have yet to opt for a specific model which must be based on Vietnam’s conditions and adapted from international experience. It is that special economic zones play an important role as a test of institutional reform and local reform to contribute to overall reform rather than to trade and investment as done with institutional reform experiment.

To date, scientists, parliamentary bodies and governmental agencies have discussed and patterned this model. In this meeting session, Vietnamese agencies and scientists will share their initial sketches and listen to ideas from delegations from economies that have succeeded in building special economic zones.
This is a scientific discourse on an important topic. This is a rare opportunity to bring together leading experts, top leaders and CEO to raise their insightful opinions on the topic. As soon as no final conclusion or decision of the National Assembly or the Government is made to this issue, it is still open for us to have scientific discussions on this model based on the drafted content.

The Vietnam Business Summit is an international trade and investment promotion and cooperation forum to be held every year, starting from this APEC. Reportedly, about 20 world-leading CEOs will attend this event. Would you tell us more about this?
As expected, the Prime Minister of Vietnam will deliver an opening speech at the event and he will chair it. The event will be also incorporated with a trade and investment promotion exhibition for 63 provinces.

This time, Vietnam Chamber of Commerce and Industry (VCCI) will lead the Vietnamese business delegation to meet economic leaders to exchange and seek investment opportunities and bilateral cooperation. We expect that 20 CEOs of world leading corporations will attend the summit, and this is not the final figure; we expect more.

Among business events during the APEC Summit Week 2017, the Fourth ABAC Meeting is scheduled to take place from November 4 to 6 and the ABAC Dialogue with APEC Leaders is set on November 10. Could you please introduce the main contents of these events?
The ABAC Dialogue with APEC leaders will discuss 20 recommendations. ABAC Vietnam has submitted them to the President of Vietnam and ABAC chairpersons of APEC member economies also have presented them to their state leaders.

ABAC members will study these contents and their state leaders will express their views at discussions with the business community.

These 20 recommendations will centre on regional economic integration issues, the promotion of the Free Trade Area of the Asia - Pacific (FTAAP), trade and investment facilitation, regional connectivity institutions, infrastructure and people; sustainable development, innovation and microenterprise support.

The ABAC recommendations have touched upon what APEC economies are facing. In addition, this is in line with the spirit of Vietnam's socioeconomic development agenda.

Reportedly, within the framework of APEC events in 2017, VCCI also proposed hosting the APEC Business Forum and received positive responses from APEC members. At the forum, VCCI put forth the initiative of setting up the APEC Start-up Network of Vietnam, which was highly appreciated by APEC members. What do you think about this initiative?
The proposal of setting up the APEC Start-up Network was included to the final report of the APEC Business Start-up Conference to be submitted to the APEC Small and Medium Enterprises Ministerial Meeting and reported to the APEC economies. Business representatives expressed their wish to join VCCI to form this network. The founding and operating rights belong to the business community.

The Business Start-up Network is not a legal entity but rather a coordinating mechanism of economic members’ networks. To date, we have seen the success of the Global Start-up Network. The APEC Start-up Network provides a platform for connecting information, advocacy, experience and business between the APEC start-up community and other entities in the society. The most important platform of this network is internet-based connectivity. We have also proposed that APEC host the APEC Start-up Forum every year from now on as part of APEC Year. The first APEC Start-up Forum was recently held in Ho Chi Minh City.

The APEC CEO Summit 2017 is set to take place from November 8-10, 2017 and expected to bring together 1,200 - 1,500 participants. This is the largest and most important annual meeting of the Asia - Pacific business community. With the theme “Creating New Dynamism, Fostering a Shared Future”, the APEC CEO Summit 2017 will discuss new trends of globalisation, scientific and technological revolution, business connectivity, dynamic and innovative business development, new opportunities in the region, and free trade and investment.

Vietnamese President Tran Dai Quang will deliver an opening speech. Leaders of many APEC economies and international organisations will address the summit and other business events which will be attended by world leading business leaders.

Prior to the APEC CEO Summit, the Vietnam Business Summit themed “Vietnam - We Mean Business” will be held on November 7, 2017 at the Ariyana Convention Centre (ACC), Da Nang City. This is an important international event within the framework of APEC Summit 2017 slated for opening in Da Nang, Vietnam.

The meeting will welcome Vietnamese Prime Minister Nguyen Xuan Phuc to attend and give a keynote speech. Attendants to the event include Vietnamese central and local government officials, representatives of prestigious international organisations, academics and hundreds of Asia-Pacific business leaders.
The meeting is an opportunity for international investors to learn about economic development policies, and potential for investment and business cooperation in Vietnam. This is a chance for domestic and foreign enterprises to meet, initiate business contacts and share information on international trade and integration trends, as well as cooperation experience in Vietnam and the APEC region.

In particular, the meeting will introduce a comprehensively changing Vietnam for sustainable development, a friendly destination for businesses. This summit will include breakout and panel sections covering sustainable and smart agriculture, finance for development, health and education, start up and innovation, and other contents. This event is also incorporated with a trade and investment promotion exhibition for 63 provinces and cities of Vietnam. The Vietnam Business Summit will henceforth be held annually.

These initiatives initiated by VCCI are designed to embrace opportunities generated from the presence of economic leaders and CEOs from world-leading corporations from major economies to advertise tourism, trade and investment in Vietnam.
