Criteria to Classify SMEs

The Government issued Decree 39/2018/ND-CP detailing some articles of the Law on Support for Small and Medium Sized Enterprises (SMEs). The decree clearly defines criteria for classifying SMEs.

The decree stipulates that SMEs are classified by size: Micro enterprises, small enterprises and medium enterprises.

Micro enterprises which operate in agriculture, forestry, fishery, industry and construction have an average number of not more than 10 socially insured employees and total revenue of not more than VND3 billion or a total capital value of not more than VND3 billion.

Micro enterprises which are engaged in trade and service have an average workforce of not more than 10 socially insured employees and total revenue of not more than VND10 billion or a total capital value of not more than VND3 billion.

Small enterprises which are involved in agriculture, forestry, fishery, industry and construction have an average number of not more than 100 socially insured employees and total revenue of not more than VND50 billion or a total capital value of not more than VND20 billion.

Small enterprises which are specialised in trade and service have an average workforce of not more than 50 socially insured employees and total revenue of not more than VND100 billion or a total capital value of not more than VND50 billion. But, they are not categorised as micro enterprises as stipulated.

Medium enterprises which are engaged in agriculture, forestry, fishery, industry and construction have an average number of not more than 200 socially insured employees and a total revenue of not more than VND200 billion or a total capital value of not more than VND100 billion. But, they are not categorised as micro and small enterprises as stipulated.

Medium enterprises which are specialised in trade and service have an average workforce of not more than 100 socially insured employees and a total revenue of not more than VND300 billion or a total capital value of not more than VND100 billion. But, they are not categorised as micro and small enterprises as stipulated.

In addition, by definition, the field of operation of SMEs is determined by law on the system of economic sectors and specialised law.

In the case of being engaged in many fields, the field of operation is based on the highest revenue. Where the highest revenue is not identified, it is based on the most labour-intensive sector.
