Social Security Operations Go Electronic

Vietnam Social Security General Director Nguyen Thi Minh required local social security agencies to focus on professional software management and internal management software of Vietnam Social Security to electronic documents to replace paper.

From May 1, 2018, all instructive documents, information and professional operations are digitised and used with digital signatures of the Government Cipher Committee to authenticate delivery to its subordinates and local social security agencies. No written documents will be used, except for confidential documents and mandatory documents must be issued or sent with written documents at the same time, as regulated.

From June 1, 2018, all incoming and outgoing documents; documenting, information exchanging and work settlement; signing submission and use of digital signatures provided by the Government Cipher Committee except confidential documents and sector-specific documents shall be implemented on document management and executive software.

Vietnam Social Security General Director Nguyen Thi Minh also requested the Office of Vietnam Social Security to lead and coordinate with related agencies to advise the General Director to issue a decision on introducing and operating document management and operation software, version 1.0 (completed before May 16, 2018) and consult on the temporary promulgation of regulations on management and use of electronic documents in Vietnam's social security system (completed before May 16, 2018). It clearly stipulates the order and process of settling incoming and outgoing documents; drafting and submission of digitally signed documents; the list of documents issued in electronic form or compulsorily issued in writing; assignment of officers assisting the General Director and the Deputy General Directors to process electronic documents in early time; inspection and guidance of units to strictly handle affairs on document management and executive software; and coordination with the Department of Emulation and Reward to add “management of e-document use” criteria to assess and rank units in 2018.

The Information Technology Centre coordinates in software developers to install and guide the use of specialised digital signatures granted to individuals and collectives; update and adjust managerial titles of users; revoke, change and reissue signatures in cases of termination, loss or damage as stipulated in Decision 54/QD-BHXH dated January 5, 2018 of the General Director on promulgation of regulations on management and use of digital signatures and digital certificates specifically used in the social security industry. The centre continues to work with the Government Cipher Committee to issue specialised digital signatures for deputy heads of provincial and municipal social security offices; deputy heads of district social security; and studied and proposed the issuance of digital signatures to the rest of the whole social security system in Vietnam.

Software developers continue to improve and address bottlenecks in software deployment; arranged human resources in coordinating with standing offices to support organisations and individuals in software deployment; collaborated with the Information Technology Centre to build and deploy internal digital signatures for collectives and individuals who are not granted digital signatures by the Government Cipher Committee.

Provincial and municipal social security units promote the deployment and effective use of professional management software, especially the use and sharing of information and data for management, direction and administration; and shared data with relevant agencies; connected with non-insurance units in the style of e-government architecture.

The Office of Vietnam Social Security cooperates with related agencies to develop and complete components of administrative document management software project; advises sector leaders to organise training conferences for provincial and municipal social security units; and directed these units to pilot and deploy each segment of professional work. In the coming time, in order to more effectively implement the document management system, the Office of the Vietnam Social Security will continue to consult sector leaders on decisions to operate and use document management and administration software; issue temporary regulations to guide units to use document management and administration software; and join hands with software developers to guide and support provincial and municipal social security agencies to this purpose.
