Tay Ninh Resolute to Create Development Breakthroughs

The Resolution of the 10th Provincial Party Congress of Tay Ninh (2015-2020 term) is considered to have a new mindset towards rapid and sustainable development in the coming time. According to the Action Programme for implementation of the Resolution, Tay Ninh province focuses on carrying out five groups of solutions for socioeconomic development, including infrastructure development breakthroughs, agricultural development breakthroughs, human resources breakthroughs, tourism breakthroughs and information technology breakthroughs. To learn about the results of carrying out these solution groups, and the development orientation in the coming time, we have an interview with Mr Pham Van Tan, Chairman of Tay Ninh Provincial People’s Committee. Cong Luan reports.

Could you please elaborate on the province's roadmap to implement socioeconomic development solutions and the results achieved?
Carrying out the Resolution of the 10th Provincial Party Congress, to accelerate rapid and disruptive socioeconomic development of the province, the Tay Ninh Provincial Party Committee set up a steering committee responsible for executing groundbreaking solutions, chaired by the Secretary of the Provincial Party Committee and assisted by Deputy Secretary of the Provincial Party Committee. The Chairman of the Provincial People's Committee is served as permanent deputy head. In order to realise objectives and tasks of the Standing Committee of the Provincial Party Committee, the Provincial People's Committee launched five working groups to create breakthroughs in the following areas: Infrastructure, particularly transport infrastructure; organic and high-tech agricultural development; human resources, tourism and IT. Vice chairpersons of the Provincial People's Committee work as the leader of each group and key department and branch leaders are members.

During one year of operation, since March 2017, the Steering Committee and working groups have worked hard with the highest determination and responsibility and showed their shrewdness, sensitivity and sharpness in work. It advised Party committees and authorities to lead, direct and manage the implementation of political tasks, especially advising and directing socioeconomic development in all fields.



Could you share more about how to create breakthroughs in each field?
As for infrastructure breakthroughs, after assessing the current state of infrastructure and local development needs, working groups advised the Provincial Party Committee and the Provincial People’s Committee to draft and promulgate the infrastructure development plan, especially creating breakthroughs in transport infrastructure in the 2017-2020 period, with a vision to 2025, focusing on key projects. Accordingly, the province proposed central authorities to ask the Prime Minister for adding Ho Chi Minh City - Moc Bai Highway and Go Dau - Xa Mat Highway projects to the Government’s medium-term investment plan. These can be seen as the most important projects for Tay Ninh to make breakthrough economic development. These ground traffic routes will shorten travel time from Ho Chi Minh City to Tay Ninh province and to Cambodia.

In order to create development corridors with neighbouring provinces and cities and unlock tourism potential and strengths, the province asked the Government to upgrade the National Highway 22 and National Highway 22B in 2017-2020, and speed up the progress of Ho Chi Minh Road (Tay Ninh section) and border patrol roads. At the same time, the province will concentrate local investment resources to upgrade and expand provincial roads like 782, 784 and 781 from the Bo Ho crossroad to Binh Duong province; and Provincial Road 790 from Khedol Suoi Da Road to Bo Ho - Bau Vuong - Sewer No. 3.

In order to boost the transport capacity and meet urbanisation and tourism development requirements in the coming time, Tay Ninh province has been investing in following projects: Upgrading and expanding Road 30.4 from Mit Mot junction to the Martyrs Monument; upgrading and expanding Dien Bien Phu Street; upgrading and expanding Boi Loi Road from the Martyrs Monument to Ba Den Mountain tourist site. In addition to urban transport infrastructure development, the province has called for investment in trade and services development in the province, focusing on Tay Ninh City. The province has reviewed public land fund, particularly along main roads, to build plans and create criteria to call investors to invest in trade, hotel and office complexes and shopping streets. Urban transport infrastructure projects will facilitate local comprehensive development and beautify urban landscapes.

To make agricultural development breakthroughs, the Provincial People’s Committee organised an international workshop themed “Agricultural value chain development in global integration and practices in Tay Ninh”. At the event, the Ministry of Agriculture and Rural Development decided to select Tay Ninh to pilot clean agricultural and high-tech agricultural development to increase agricultural value chains. After the workshop, the research team advised the Provincial People’s Committee to promulgate a plan for clean agricultural and high-tech agricultural development in 2017-2020, with an eye to 2025, and cooperate with Vietnam Institute of Organic Agriculture Research and some enterprises to pilot clean agriculture development model.

To have a stable output market for agricultural products, Tay Ninh called for two agricultural processing projects, Tanifood Company and Nutrivision Company, while issuing a number of agricultural preference policies. To provide land for high-tech agricultural development investment, the province has sped up land reorganisation in agricultural companies and farms and dealt with land encroachment. So far, legal procedures have been completed and ready to allocate land to local authorities. With pilot models, agricultural investment projects and preferential policies, the Tay Ninh agriculture will grow fast, strongly and stably in the future.

In addition to training, fostering and developing human resources for priority areas, the province has paid attention to upgrading and updating knowledge of existing personnel; perfected talent attraction policies, especially focus on improving and building the working environment, creating conditions for talents to work harder and develop; conducted reviews and assessments of public employees for proper employment based on their qualifications, capabilities and skills; and attached importance to recruitment publicity, transparency and quality.

To realise human resources development orientations and objectives, the province has assigned branches to work out concrete plans, especially specifying cooperation programmes on human resources development to 2020 between Tay Ninh and Ho Chi Minh City and between Tay Ninh and Hanoi to better meet development requirements.

In the tourism field, the Provincial People’s Committee organised a tourism seminar entitled “Tay Ninh Tourism - Potential - Opportunities for Development.” At the workshop, delegates pointed at Tay Ninh’s tourism potential for developing spiritual, traditional, ecological and leisure tourism and affirmed that Ba Den Mountain tourist attraction must be a centre of development that creates ripple effects on the local tourism.

After the meeting, the research team joined to make the Tay Ninh Tourism Development Programme for the 2017 - 2020 period, with an eye to 2030, and submitted it to the Provincial People’s Committee for consideration and promulgation to lay the groundwork for unlocking tourism potential and advantages. According to the programme, Ba Den Mountain tourist site together with Wartime Southern Central Military Command Monument, Dau Tieng Lake and Tay Ninh Holy See will drive tourism to develop, with Ba Den Mountain tourist site being the heart. To turn this site into a regional tourist destination, diversify tourism forms like traditional, spiritual, ecological and adventure tourism, based on the Ba Den Mountain tourism development master plan adopted by the Government, the province figured out tasks of general planning for this site to call for investors.

In addition, the province invited Sun Group, one of leading entertainment and tourism corporations in Vietnam, to explore tourism potential and advantages in Ba Den Mountain. If Sun Group decided to invest here, it will create an important push for tourism development breakthroughs in the coming time.



To catch the trend of the Fourth Industrial Revolution and the trend of developing smart industries, Tay Ninh province promptly established the fifth IT breakthrough working group in late 2017. Could you please tell us more about development directions of this potential field?
In 2018, the research team will advise the Provincial People’s Committee to develop the Information Technology Breakthrough Plan in the 2018 - 2020 period, focusing on administrative reforms by interconnecting and exploiting databases and existing information technology infrastructure, carrying out memorandums on information technology cooperation signed with the Vietnam Posts and Telecommunications Group (VNPT) and the Military Telecom Corporation (Viettel) to focus on public administration, tourism, health, education, transport and agriculture.

The latest signal on the accelerating path of IT development is the signing of the information technology cooperation and development and smart city development in 2017 - 2020 signed by the Provincial People’s Committee and Viettel Group on October 30, 2017. The two sides unanimously selected six smart areas: public administration, transport, tourism, health, education and agriculture.

To carry out the cooperation, Viettel will coordinate with relevant units of Tay Ninh to conduct detailed surveys on the current status of selected areas, propose overall solutions and complete detailed technical architecture for selected fields. By the end of 2018, smart city applications will be completed and deployed in selected areas. Two years later (2019-2020), other aspects of smart city will be further studied for application.

With its achievements in 2017 and development plans and roadmaps for the upcoming time, I hope that the entire political system and people of the province will move faster and create strong momentum to achieve the goal of turning Tay Ninh into an industrial province by 2020.
