Vietnam to Host 35th ASEAN Social Security Association Meeting

In 2018, the Vietnam Social Security (VSS) will take over the chairmanship of the ASEAN Social Security Association (ASSA) for the 2018 - 2019 term and chair the 35th ASSA Board Meeting in Vietnam, which is scheduled to take place in September 2018 in Nha Trang City, Khanh Hoa Province under the theme of “Opportunities and Challenges of ASEAN Social Security Systems amidst Industrial Revolution 4.0 and Free Labour Mobility.”

The social security system has far-reaching implications for human life. These impacts will amplify due to social and economic impacts that entail adaptations to our living environment. Particularly, facing rising life expectancy and rapid population growth, the need for social security has become more urgent. In that context, ASSA was founded to help its member organisations exchange views and experiences on social security issues.

ASSA is a regional forum of Southeast Asian social security organisations established in 1998. Over the course of nearly 20 years of development, ASSA now has 19 members, which are social security agencies operating in 10 Southeast Asian countries. ASSA members include ASEAN social security entities in Brunei, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

The objective of ASSA is to promote the development of social security in the region in consonance with the aspirations, laws and regulations of the member countries; promote regional cooperation in all areas of social security; and exchange experience and information on social security. ASSA works in cooperation with other social security institutions in the region and in the world; and cooperates in the protection, promotion and development of social security schemes through training, seminars, consultations and dialogues, among others.

Approved by the Prime Minister, VSS officially joined ASSA in 1998 and has always been an active member of the association. VSS has played a part in building the cultural and social pillars of the ASEAN Community.

To date, VSS has assumed the ASSA chairmanship three times and successfully chaired four ASSA Board Meetings in 1999, 2002, 2005 and 2010 in Vietnam. These events were highly appreciated by other ASSA members, therefore helping elevate Vietnam’s role and position in the region and in the world.

ASSA 35: Opportunities for empowerment, readiness for integration
According to ASSA’s rotational principle, in 2018, VSS will assume the ASSA chairmanship for the 2018 - 2019 term and preside over the 35th ASSA Board Meeting in Vietnam in addition to the celebration of the 20th Founding Anniversary of ASSA. Themed “Opportunities and Challenges of ASEAN Social Security Systems amidst Industrial Revolution 4.0 and Free Labour Mobility,” ASSA 35 will take place from September 12 - 15, 2018 in Nha Trang City, Khanh Hoa Province.

The meeting will bring together participants from governmental agencies of Vietnam, diplomatic representatives from some ASEAN countries, leaders of ASSA member organisations, and some international institutions like the International Social Security Association (ISSA), the World Bank (WB), the International Labour Organisation (ILO), and the World Health Organisation (WHO).

ASSA will also celebrate its 20th founding anniversary and some side events to take stock of 20-year ASSA milestones.

According to a VSS representative, ASSA 35 is an opportunity for VSS to promote foreign communications, build and promote the image and position of the social security sector in organising external affairs of Vietnam, create the image of the professional, dynamic and creative social security sector ready to integrate and learn international experiences in order to develop a sustainable and effective social security in Vietnam towards public and business satisfaction.
