Further Supporting Export-Import Operations

The National Conference on “Promoting National Single Window, ASEAN Single Window and Trade Facilitation” was held in Hanoi under the chairmanship of Prime Minister Nguyen Xuan Phuc on July 24. This is an important event as it reveals support for export-import activities, and trade and investment facilitation. On the sidelines of the conference, Vietnam Business Forum has an interview with Mr Nguyen Cong Binh, Deputy General Director of the General Department of Vietnam Customs. Le Hien reports.

What are the National Single Window and the ASEAN Single Window?
Article 4 of the Customs Law of 2014 states that national single window system means permission for customs declarants to send information and electronic documents for following customs formalities and formalities of regulatory bodies related to imported and exported goods through an integrated communication system. Regulatory bodies shall decide goods that are permitted to be imported, exported and transited; customs authorities shall make decisions about granting customs clearance and releasing goods on the integrated communication system.

The ASEAN Single Window is an environment where National Single Windows are operated and integrated with each other.

How do we benefit from deploying the National Single Window and the ASEAN Single Window?
Officially launched in November 2014, the National Single Window currently includes 53 administrative procedures provided by 11 ministries and agencies. In addition to deploying at international seaports, since November 15, 2017, this mechanism has been installed at international airports across the country. By July 15, 2018, as many as 1.34 million records filed by 22,800 businesses were settled through the National Single Window. As for the Ministry of Finance, all customs procedures are linked to the National Single Window using automated processing, with 99.65 per cent of firms using this in all customs offices throughout the country.

Since January 1, 2018, Vietnam has formally exchanged C/O information, Form D electronically with Singapore, Malaysia, Indonesia, and Thailand and used these documents as a basis for applying preferential tariffs under the ASEAN Trade in Goods Agreement. As of July 15, 2018, a total of over 48,000 sets of C/O were exchanged between Vietnam and these four nations. At present, ASEAN countries continue to exchange other documents electronically such as ASEAN customs declarations and quarantine certificates. Not only with ASEAN, Vietnam is also negotiating with the Eurasian Economic Union (EAEU) to finalise the Protocol on Information Exchange, unify technical requirements and prepare to build an information exchange system for customs declarations and certificates of origin.

The deployment of the National Single Window and the ASEAN Single Window has really produced positive effects on administrative reform. In addition to benefits for enterprises, authorities can work on the electronic paperless environment and gain more experience in simplifying, reforming and modernising administrative procedures. It also helps Vietnam be technically and legally ready to negotiate bilateral and multilateral agreements on mutual recognition of technical standards, electronic licences/certificates in order to simplify administrative procedures in importing countries; reduces customs clearance time and facilitates exports to international markets; enhances national competitiveness; improves transparency and clarity, reduces face-to-face contacts between businesses and authorities to prevent negative behaviours and harassments to resist and control corruption.

According to World Bank’s Doing Business Reports, in the last two years (2016 and 2017), Vietnam always maintained its top position on the cross-border trade in goods index among the four ASEAN countries.

What can be expected from the deployment of National Single Window and the ASEAN Single Window by the end of 2018 in terms of trade facilitation?
From now to the end of 2018, ministries and agencies will urgently complete and submit to the Government for promulgation a decree on implementation of administrative procedures through the National Single Window and the ASEAN Single Window and specialised inspection of imported and exported goods. They will submit to the Prime Minister for promulgation the Government’s Action Plan for implementation of the National Single Window, ASEAN Single Window, specialised inspection and trade facilitation. Basing the Action Plan, they will work out their own action plans and carry out the National Single Window.

In addition, they will accelerate the review and unification of administrative procedures; build and develop an information technology system to meet deployment requirements of the National Single Window and the ASEAN Single Window; continue training, informing and guiding people and enterprises to adopt the National Single Window and ASEAN Single Window.

As a standing body, in addition to focusing resources on building and upgrading the National Single Window to connect with relevant agencies, the General Department of Vietnam Customs always works closely with relevant bodies to achieve objectives set out in their action plans, apply monitoring mechanisms and report outcomes to the Steering Committee 1899.

The number of procedures settled on the National Single Window is still small. What solutions will you adopt to expand connection procedures?
In the coming time, the General Department of Vietnam Customs will ask the Ministry of Finance to submit solutions to the Government for implementation: Further improving the regulatory basis and reforming administrative procedures to create a complete legal corridor for the use and exchange of electronic documents and electronic certificates for administrative procedures in the country with foreign countries and economic bloc/community; exchanging data among government agencies on the National Single Window Information Portal; building and deploying IT systems for the deployment of the National Single Window towards centralised processing on the National Single Window Information Portal; perfecting technical requirements for the National Single Window Information Portal to readily connect with the ASEAN Single Window according to the predefined roadmap; encouraging authorities and enterprises to lease third-party services of utilities; training, informing and supporting ministries, sectors and the business community; ensuring financial sources to fulfil the tasks of implementing NSW, ASW and trade facilitation.

Throughout 2018, the Ministry of Finance will closely work with relevant bodies to expeditiously complete and submit the Action Plan for promotion of the National Single Window (NSW) and the ASEAN Single Window (ASW), reform of specialised inspection of exports and imports and trade facilitation in 2018 - 2020 to the Government and the Prime Minister for approval. The ministry also recommends an official decision on adding logistics coordinating tasks to the National Steering Committee 1899 to the Government. It will submit to the Government for promulgation a decree on implementation of administrative procedures via the National Single Window, the ASEAN Single Window and specialised inspection of imported and exported goods. These are an important legal foundation for accelerating the deployment of the National Single Window, the ASEAN Single Window, and trade facilitation in the coming time. Besides, in 2018, the Ministry of Finance has closely worked with relevant ministries and agencies to execute 130 new administrative procedures on the National Single Window under Resolution 19-2018/NQ-CP of the Government dated May 15, 2018 and strived to reach 143 administrative procedures according to latest reviews and commitments of relevant ministries and sectors (to be included in the Action Plan of the Government).
