Building Smart, Distinctive City

Situated in the Red River Delta, the Northern Key Economic Region and the Greater Capital Region of Hanoi, Bac Ninh City - the capital of Bac Ninh province - has a favourable position, potential strengths and distinctive cultural identity. The city has played an important part in the cause of industrialisation and modernisation of not only Bac Ninh province but also the northern part of Hanoi - the capital of Vietnam. In March 2018, Bac Ninh City received the Prime Minister’s Decision recognising Bac Ninh City as the first-grade urban area. This result is attributed to great efforts of the Party, the government and the people of Bac Ninh City, as well as great contributions of the business community in building a smart, dynamic and culturally distinctive city.

In recent years, Bac Ninh City is considered a young, dynamic, creative, smart and culturally distinctive city with well-planned modern, sustainable infrastructure. From a city whose development was based mainly on agriculture, handicrafts and small trade, Bac Ninh has restructured to become a fast-growing hub of trade, service and industry. The gross regional domestic product (GRDP) rose 15.25 per cent a year on average in the period of 1997 - 2016. By 2017, the per capita income was nearly US$6,000. The industry, construction and service accounted for 98.7 per cent of GRDP, while agriculture, forestry and fisheries made up for just 1.3 per cent. Together with its strong economic restructuring, the labour force reallocated from agriculture to industry, trade and service. Its budget revenue reached VND2,206 billion in 2017, up 2.4 times over 2014, and social investment totalled nearly VND40 trillion in 2014-2017.

To date, Bac Ninh City has many big projects, remarkably including operational hotels like Muong Thanh, Indochina and World Hotel, together with underway projects like Vincom Hotel - Apartment - Trade Centre Complex, APEC Hotel - Apartment - Trade Centre Complex and Le Thai To New Urban Area invested by giant economic groups like APEC, Vingroup and Hudland. Once operational, these projects will generate unique appeal, increase the share of trade and service to the city’s GRDP and change the outlook of the city.

In addition to boosting investment attraction, in the 2018 - 2020 period, the city will concentrate on planning and investing in key construction projects, including new urban areas (Tay Bac, Nam Son and Dong Nam); Southwest traffic junction and gate; Ly Anh Tong Road; various traffic projects linking the downtown of the city to other localities in the province; parks (Thi Cau Lake, Van An and Phuc Ninh); Quan Ho Cultural Complex; cultural and entertaining works; and schools; and other facilities.

The city has set up three key tasks: Further boosting economic development where trade and service are key drivers of sustainable economic growth and development; accelerating administrative reform coupled with strengthening discipline and manner of service, professional morality of public employees in performing public duties and serving people; and upgrading the quality of urban areas, with the focus on improving the quality of modern social and technical infrastructure to meet development requirements of a first-grade urban area. Bac Ninh City will soon be one of the best living cities and become a centrally governed city as suggested by Deputy Prime Minister Vuong Dinh Hue.
