More Active and Aggressive

To further improve the business environment and enhance local competitiveness, the Department of Natural Resources and Environment (DONRE) has stepped up administrative reform and actively cleared obstacles in land and environment. Vietnam Business Forum Magazine has an interview with Mr Vu Ngoc Long, Director of Hai Duong Department of Natural Resources and Environment, on these aspects.

In 2017, the Provincial Competitiveness Index (PCI) of Hai Duong province dropped 13 points. How do you respond to this?
Without doubt, the deployment of the Hai Duong PCI Improvement Project for the period 2016-2020 was particularly concerned by the Provincial Party Committee and the Provincial People's Committee and carried out by relevant bodies with detailed and specific action plans. The Department of Natural Resources and Environment also devised an action plan to implement the Project and helped improve the PCI’s access to land sub-index.

The 13-place retreat in its PCI rankings in 2017 concerned provincial leaders, including me, and forced us to find out causes. Looking into details we found out that the province’s score increased significantly by 2.41 points against 2016 and six out of 10 component indexes looked up. It seemed to be clear that other provinces and cities outpaced Hai Duong province. As a result, provincial authorities at all levels are trying to make breakthroughs in coming years.

To remove bottlenecks in the business environment such as land-use rights certification and ground clearance duration, what solutions and activities are recommended for the province?
The department advised the Provincial People’s Committee to issue legal regulations within its jurisdiction, coordinated with relevant bodies to disseminate land laws to people and enterprises in order to make them comply with those laws. As for questions about laws, the department reports all to the Ministry of Natural Resources and Environment for direction for application.

The department also coordinated with other provincial agencies and local authorities to advise the Provincial People’s Committee to tackle emerging problems, especially site clearance.

The department also instructed its employees to strictly comply with laws on issuance of land-use rights certificates and ground clearance; and regularly inspected the performance of its employees to make sure that they complete their work as scheduled.

In 2017, the “access to land” component index of Hai Duong province added by 1.03 points, the largest gain among 10 component indexes, from 5.63 to 6.68 points, ranked 14th out of 63 provinces and cities. Could you please tell us about these results, as well as solutions for higher scores and higher rankings in 2018?
The 2017 “access to land” index gained a high score, showing the resolution of the Provincial Party Committee and the Provincial People’s Committee of Hai Duong province to raise the PCI and provide more favourable conditions for enterprises to get quick access to land for investment, business development production. That also showed the active participation of provincial departments and all-tier governments, including the Department of Natural Resources and Environment. At the same time, the Hai Duong PCI Improvement Project for the period 2016-2020 initially produced effective results in the land field.
