Scrap Import Management Intensified

Prime Minister Nguyen Xuan Phuc issued Directive 27/CT-TTg on some urgent measures to step up management on imports and use of scraps as raw materials for production.

In particular, the Prime Minister demanded the Ministry of Finance carry out specific tasks. The ministry is tasked with directing custom agencies to mobilising forces for fast customs clearance for scraps imported by organisations and individuals with certificates of eligibility for environmental protection to be imported as raw materials for production and import quota. It will coordinate with the Ministry of Natural Resources and Environment, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Public Security, the Ministry of Defence, the Ministry of Foreign Affairs and People's Committees of centrally run provinces and cities with border gates to deploy regulations on interdisciplinary coordination on management of imported scraps at border gates.

The General Department of Vietnam Customs shall apply measures to keep disqualified imported scraps at bay, direct shipping companies/shipping agents when filling in e-Manifestation information on Vietnamese owners of imported scraps (company name, tax code, address and business certificate/certificate of environmental protection) and import descriptions before ships dock at ports.
