Facilitating Tourism Investment

To unlock enormous local potential and advantages, the tourism sector of Nam Dinh province is adopting various solutions to inform and facilitate investors to do tourism business in the locality. Vietnam Business Forum Magazine has an interview with Mr Khuc Manh Kien, Director of Nam Dinh Department of Culture, Sports and Tourism, to learn more information about this. Duy Binh reports.

Carrying out Action Plan 65/KH-UBND dated August 17, 2015 of the Provincial People’s Committee on “Developing solutions to local tourism development in the 2015 - 2020 period” and the “Master plan for Nam Dinh tourism development to 2020 and further to 2030”, how has the Department of Culture, Sports and Tourism executed solutions to grow the local tourism sector?
Nam Dinh is a coastal delta province situated in the southwest of the Red River Delta, more than 80 km from Hanoi - the capital of Vietnam. The province is endowed with abundant natural resources and social and economic conditions for tourism development. Based on its tourism resources, Nam Dinh province has, to date, formed and built major tourism products as follows:

Tourist attractions and bathing sites at Thinh Long and Quat Lam beaches

Ecological tourism and community-based tourism in Xuan Thuy National Park and its buffer zone, with the heart being Giao Xuan.

Cultural and spiritual tourism: Visiting and attending festivals at historical and cultural sites (temples, pagodas, churches, etc.). Tran Temple, Pho Minh Pagoda and Phu Day Relic Site are national tourism destinations added to the Master Plan for Vietnam Tourism Development to 2020, with a vision to 2030, approved by the Prime Minister in Decision 201/QD-TTg dated January 22, 2013.

Trade village tour: Promoting the value of traditional handicraft villages where traditional products are made to meet visitors’ shopping needs.

Regarding solutions to tourism development in the 2015 - 2020 period and the Master Plan for Nam Dinh Tourism Development to 2020, with a vision to 2030, the Department of Culture, Sports and Tourism has deployed the following solutions:

To inform, disseminate and instruct the Law on Tourism and legal tourism documents of the Party, the Government and the Provincial People's Committee to every individual and organisation doing tourism business.
Training and developing tourism human resources in order to improve State tourism management capacity, improving tourism business management levels for tourism workers and entities.

Improving the quality of tourist accommodations and entertainment services in Nam Dinh City to deserve its status as the heart of Southern Red River Delta.

Pressing hotel investors in Nam Dinh City and coastal areas to quickly build their projects and bring them into operation to meet tourist needs.

Considering State and private fund allocations for tourism promotion.

In the past years, how has the Department of Culture, Sports and Tourism advised local authorities and worked with relevant bodies to draw more tourism investment?
In 2017, the Department of Culture, Sports and Tourism coordinated with the Department of Industry and Trade and the Nam Dinh City People's Committee to organise the Nam Dinh Trade and Tourism Fair 2018, joined hands with the Vietnam National Administration of Tourism to host a workshop on Nam Dinh tourism products and organised field-trip visits for over 100 travel companies and authorities to explore local tourism products and destinations.

In addition, the Provincial People’s Committee issued decisions approving local tourism infrastructure projects such as infrastructure construction for Quat Lam ecotourism resort, Giao Thuy district; tourism infrastructure upgrading at Thinh Long Beach, Hai Hau district; and maritime economic infrastructure development in Nghia Hung district. Central funding support and local funding sources have given a facelift to the tourism industry, including Tran Cultural Tourism Site, Phu Giay Cultural Tourism Site, Thinh Long Beach Resort, Quat Lam Beach Resort, Vi Khe Village of ornamental plants and Xuan Thuy National Park. Tourism infrastructure investment, construction and upgrading have helped visitors to access tourist sites more easily. This has stimulated and attracted investors from all economic sectors to build hotels, restaurants and entertainment facilities for tourists.

In 2018, the investment project for construction of the festival centre of Tran Dynasty Historical and Cultural Site was approved by the Prime Minister. Accordingly, the festival centre construction investment project is part a greater project for preservation and restoration of the Tran Dynasty Special National Historical and Cultural Relic with the Tran Cultural Park (south of Vinh Giang River). The Festival Centre, located between Tran Temple and Thap Pagoda, consists of such items as the festival yard, green landscape, water supply and drainage, environmental sanitation, power supply and lighting supply, and architectural and artistic works. The project will cover the construction of new buffer zones, service zones and communication systems. The work will be a special tourist destination for domestic and international visitors where they can explore and study Tran-era culture. This is also a cultural and spiritual site for local people.

The Department of Culture, Sports and Tourism advised the Provincial People’s Committee to consolidate the Provincial Steering Committee for Tourism Development attended by officials from relevant tourism bodies.
In the third quarter of 2018, the Department of Culture, Sports and Tourism also advised the Provincial People’s Committee to launch the local resort development model to effectively manage and exploit local tourist resorts.

How has Nam Dinh province accelerated tourism socialisation and facilitated people and the economic community to engage the tourism economy?
Tourism socialisation facilitates people and economic communities to take part in the tourism economy, clearly evidenced by Xuan Thuy National Park. In the past years, with infrastructure construction funded by the State Budget, the Wetlands Alliance Programme (WAP), the Marine Conservation and Community Development Centre (MCD) and specially the Department of Culture, Sports and Tourism, together with people’s funds, good new infrastructure system has also been built for people around Xuan Thuy National Park. Along with environment-friendly economic models such as mushroom growing and apiculture, the community-based tourism development is an effective livelihood for local communities in Giao Thuy National Park and buffer communes.

At marine tourism sites like Quat Lam (Giao Thuy district) and Thinh Long (Hai Hau district), in addition to central and local State budget for infrastructure development, people’s contributions also play a considerable role. People who live on tourism also fund activities in tourism sites, like opening beaches, events and trade fairs.
