Troubleshooting Initiative to Unemployment Insurance

With many years’ work experience in social insurance, Mr Nguyen Cong Chanh, Deputy Director of Kien Giang Social Security, understands the inadequacies and difficulties people face in receiving unemployment insurance benefits more than anyone else. In a bid to seek a good solution to this issue, he has nurtured and formed the “Promoting coordinated management of timely unemployment insurance payment to monthly-paid beneficiaries in Kien Giang province” Initiative.

Unemployment and guarantee of livelihoods of the unemployed are always a concern of the Party and the State. All policies are aimed to ensure social security for the people. Thus, helping people lead a stable life while finding a suitable job is very important.

Understanding the thinking of the unemployed
Unemployment insurance is considered a ‘salvation’ for workers. However, deploying and settling unemployment insurance payment still encounters many obstacles and shortcomings which trouble social security agencies and corrode public trust. This also partly explains why people are not interested in unemployment insurance.

At present, about 4,000 people in Kien Giang province receive unemployment insurance benefits of nearly VND10 billion in total every month. However, transferring and transporting money to reimbursement points is risky, difficult, time-consuming, cumbersome and ineffective. Money transfer and withdrawal fee for each service is high. Every day, updating data and payroll list from the Employment Service Centre takes a lot of time. It also results in problems and delays, thus affecting workers’ lives.

Mr Nguyen Cong Chanh, Deputy Director of Kien Giang Social Security, said, workers must register unemployment allowances with the Employment Service Centre within three months of leaving their jobs. Within five days after the effective date of unemployment allowances decision, the province’s social security agencies list beneficiaries, send allowances via post offices and print health insurance cards for beneficiaries.

Thus, when the centre sends decisions on the Kien Giang Social Security, it will review, compare and classify whether workers are currently employed or not. If not, it will make a list of beneficiaries and send allowances to them via post. If they have, it will report to the centre for revocation of allowance decisions.

“This process takes a lot of time. Moreover, the number of beneficiaries will rise quickly without proper payment management. Moreover, manual data entry and tracking and short deadline easily lead to errors and interruptions in granting allowances and health insurance cards to beneficiaries. That affects the rights and interests of working people,” he said.

Allowances come to beneficiaries in 3 - 5 days
To do this, it is necessary to improve the responsibility and role of public employees in performing their tasks, Mr Chanh said, adding that it is also ensure the accuracy of beneficiary management and fund use as well.

He, therefore, proposed using bar codes in granting unemployment insurance allowances to workers. Specifically, when people register for benefits, the centre will provide a bar code, enabling bar code readers to read data when they come to present and declare joblessness. When there are decisions on unemployment insurance allowances, beneficiary data will be forwarded to Provincial Social Security for reviewing two-way information and responding in a prompt manner.

"The centre should cooperate with banks to open accounts free of charge and give them to workers immediately when they apply for allowances. Besides, it should coordinate with post offices to manage beneficiaries through bar code reading software helping not re-enter beneficiary information. Accordingly, when workers are present for the first time, all the data will be transferred to the social insurance body and this body has three days to complete the list of beneficiaries and send it to post offices to timely transfer money to beneficiaries," added Mr Chanh.

If this initiative is put into practice, it will help control risks and prevent power abuse in record reviewing, Mr Chanh said. This will help build up the trust of workers Party and State policies and laws. At the same time, it will help ensure social security in the province in particular and in the country in general.

With this initiative, Mr Chanh believes that money will go to workers in just 3-5 days. This will also help workers and insurance officers spend less time travelling.

“Previously, workers must pay five successful visits a month to get allowances and health insurance cards (one time for information declaration, one time for joblessness declaration, one to the office, one to get allowances and one to get cards. But with this initiative, it takes only two times a month (one for information declaration and one for joblessness declaration,” explained Mr Chanh.

In addition, the four-party coordination will be smoother but more effective. This process requires less cost and time. After having the list of beneficiaries, all of whom receive allowances via ATM cards, the post office only makes a one-time transfer from the province to districts, thereby significantly reducing money transfer cost in addition to cash loss, cash keeping cost and money transporting cost.

The initiative also facilitates administrative procedure reform and reduces the time and work performed by public staff. Besides, it helps raise the responsibility and morale of public staff members in performing their assigned tasks. It helps make sure that the right persons get the right benefits, while preventing abuse and waste of state funds. Ultimately, it helps enhance prestige and credibility among beneficiaries, and builds up social support.
