Guides on Scrap Import Management

To implement Directive 27/CT-TTg dated September 17, 2018 of the Prime Minister on urgent measures to strengthen management of import and use of scrap materials as production materials, the General Department of Vietnam Customs issued and dispatched Official Letter 6644/TCHQ-GSQL dated November 13, 2018, to Provincial/Municipal Customs Departments to guide management of scraps imported from foreign countries into Vietnam.

The General Department of Vietnam Customs provides general guidance on reception, inspection and handling scraps unloaded ports and customs procedures for scraps imported from abroad. Accordingly, imported scraps are only allowed to be discharged from the means of transport entering the port if they meet the following conditions: The consignee on the manifest (E-Manifest) has the valid certificate of eligibility for environmental protection in the import of scraps; the consignee on the E-Manifest has a certificate of collateral security for imported scraps stated in the E-Manifest; the amount of scraps discharged at the port cannot exceed the remaining amount of imported scraps stated on the scrap import certificate.

Customs offices shall not proceed customs declarations for imported scraps if they lack information on scrap import certificate on customs declaration documents, or declare information on invalid import certificates and do not enclose papers to customs documents as guided on the e-customs data processing system.

Customs documents for scrap import include customs declarations on the import, commercial invoices, bill of lading, certificate of deposit for scrap import, entrustment contract, and authoritative inspection result of imported scrap quality.

Customs authorities shall conduct actual inspection and supervise scrap sampling in all imported batches declared. The level of physical inspection shall be based on the system’s instructions.

The actual inspection shall be carried out at border gate customs offices where scraps are imported. In cases where importers register their customs declarations at other customs offices rather than offices through which scraps are imported, the former shall notify in writing/facsimile to the latter to coordinate with local customs inspection bureaus to perform actual inspection. In cases a surveillance camera system is installed at border gate customs offices, the actual goods inspection must be conducted at the area where the surveillance camera is located.

Apart from specific guidelines for strengthening management of scrap import, customs authorities particularly facilitate and support importers to determine the amount of scrap to be more active in business. As a result, the General Department of Vietnam Customs has developed an import scrap management software, downloadable from its website ( At the same time, the General Department requests the provincial/municipal customs departments to guide, install and use the scrap import management software at scrap importers and port operators.

The General Department of Vietnam Customs requested border gate customs offices to notify local port operators to launch the import scrap management software. For scrap importers, it will grant accounts to enterprises on the list published by the Ministry of Natural Resources and Environment on the ministry’s website or the National Single Window (NSW).
