Dong Nam Economic Zone Authority Strengthening Investment Magnet

Dong Nam Economic Zone was approved for establishment under Prime Minister’s Decision 85/2007/QD-TTg dated June 11, 2007. The 20,776.47-ha economic zone covers 10 communes in Nghi Loc district, six communes in Dien Chau district and two wards in Cua Lo Town. After nearly 12 years of development, the Dong Nam Economic Zone Authority has turned a wilderness area into a dynamic and attractive realm.

With the engagement of the whole political system of the province, investment attraction produced important results and contributed to local socioeconomic development, said Mr. Vo Van Hai, Director of the Dong Nam Economic Zone Authority. Dong Nam Economic Zone and industrial parks in Nghe An province have attracted 217 investment projects, including 178 domestic investment projects with VND36,345.221 billion (US$1.6 billion) of investment capital and 39 foreign-invested projects with US$1,548 million of investment capital. Large-scale projects included US$76.4-million VSIP Nghe An Industrial, Urban and Service Area, VND2,056-billion Hemaraj 1 Nghe An Industrial and Urban Area, two Hoa Sen steel sheet plants costing VND10,000 billion in Nam Cam Industrial Park, and VND3,000-billion Vissai clinker grinding and seaport project invested by The Vissai.

Defining that administrative reform is a breakthrough stage, the Party Committee and the Authority of Dong Nam Economic Zone is always paid special attention to this work. To best serve tenants, Dong Nam Economic Zone Authority has focused on aggressively directing and consistently implementing solutions to administrative reforms such as advising the Provincial People’s Committee to issue regulations on investment order and procedures in economic and industrial parks in Nghe An province; effectively applied the quality management system according to TCVN ISO 9001-2008 standards; improved the operating quality of its website www.dongnam.gov.vn and the e-mail system www.nghean.gov.vn; put the Biz Office into operation and facilitated operating management of the Authority; and enhanced the operating management of the single-window division. Its staffs have endeavored to fulfil their tasks.

In particular, Prime Minister Nguyen Xuan Phuc emphasized that “Nghe An needs to exploit its advantages to the fullest, needs to be more dynamic and active to link and cooperate with other localities to turn “Aspiration of the Lam River” into “The Lam River of Miracle” as determined by the provincial political system to reform administrative procedures and attract investors to make socioeconomic development breakthroughs.”

Therefore, the Authority will focus on mobilizing all resources to accelerate the construction progress of essential infrastructure works in economic and industrial parks; drawing more projects, particularly large-scale ones, dynamic projects, high-tech product manufacturing projects, labor-intensive projects, and projects that help the province increase budget revenue and speed up industrialization process of Nghe An province. Dong Nam Economic Zone Authority will concentrate on coordinating, supporting and settling in time procedures for investors to accelerate the construction progress of key projects such as VSIP Nghe An Industrial, Urban and Service Area, Hemaraj 1 Nghe An Industrial Area invested by Hemaraj Group, Hoa Sen steel sheet plants in Dong Hoi Industrial Park, The Vissai Clinker Grinding and Seaport Project; wharf construction project in Cua Lo Port, DKC Petroleum Depot; Quynh Lap 1 and Quynh Lap 2 thermal power plants. It will continue to work with the Ministry of Planning and Investment for permit allowing Dong Nam Economic Zone to have the same policies as key economic zones. It will advise the Provincial People’s Committee to issue new investor support policies, build modern infrastructure systems (roads, power grid, wastewater treatment facilities, social housing facilities, etc.) to meet industrial development, high-tech industrial development and environmental protection requirements according to Notice 706-TB/TU dated July 11, 2017 of the Executive Board of the Provincial Party Committee.
