Social Security Sector Enhancing Administrative Reform for Citizen and Business Satisfaction

Administrative reform has been considered the most important solution to complete assigned tasks and proceed with building a streamlined, professional and modern workforce in the spirit of a true e-government. To promote its achievements, in 2019, the social security sector focused on directing and implementing six key tasks of administrative reform with many important contents.

The sector settled 122,843 people entitled to pension, death and occupational disease-related accidents each month, down 18% compared to 2017 (including 99,290 pensioners, down 22%); 810,033 people enjoying one-time social insurance benefits, up 17% (including 695,363 people given one-time social insurance, up 23%); and 9,750,393 people who received sickness-maternity and health-rehabilitation policies, up 6.28% over 2017. The sector received and handled nearly 4,000 documents and applicants. It managed to handle many complicated lengthy complaints and denunciations.

Currently, the whole industry is managing and paying monthly social insurance benefits for more than 3 million people, with differently flexible methods and forms. All 63 provinces and cities are paying social insurance benefits via post offices which reach 11,164 communes and wards (100%). About 21% of beneficiaries register to receive pensions, social insurance, unemployment benefits through ATM cards nationwide. The Vietnam Social Security (VSS) is coordinating with Vietnam Post Corporation to expand the information technology application plan in the payment of monthly pensions and social insurance allowances in cash.

Action solutions

Administrative reforms stated as per Resolution 28-NQ/TW are a key task of the social security sector in 2019 and beyond on path to deliver social insurance for all people.
To achieve the above task, the social insurance sector will focus on some of the following main solutions:

Firstly, renovating communications on social insurance reform contents according to Resolution 28-NQ/TW to socially impacted groups such as National Assembly deputies; National Assembly delegations; Party committees and authorities at all levels; popular figures in residential areas like village elders and village heads; prestigious people in religions, ethnic groups, professional associations and mass organizations; and social insurance officers and communicators. Determining this is the main force on the social insurance communication front, this work needs to be well equipped to perform its social roles and responsibility.

Secondly, directing the review of policies and regulations on social security, occupational accident insurance, occupational diseases and unemployment insurance to draw experience and point out shortcomings and their causes, further proposing and taking part in amendment and supplementation of laws and policies on social insurance in the spirit of social insurance reform stated in Resolution 28-NQ/TW.

Thirdly, directing the general review of the entire professional guidance document system built from the Law on Social Insurance, the Law on Employment, the Law on Occupational Safety and Health issued by the Vietnam Social Security; building and completing the national database on social insurance, connecting with other national databases, implementing e-government; restructuring business processes in the spirit of reforming administrative procedures, applying information technology and executing electronic transactions in all operating stages to create the most favorable conditions for organizations and individuals to approach social insurance.

Fourthly, strengthening the management of beneficiaries of social insurance and unemployment insurance policies by thoroughly addressing existing issues and limitations; consolidating inspection and examination to proactively prevent and control social insurance and unemployment insurance funds.

Fifthly, strengthening coordination among insurance units and relevant bodies, enlisting the leadership and direction of central and local authorities to deliver all-people social insurance.

Finally, reviewing functions, tasks, organizational structure and payroll in the entire social insurance sector to enhance effectiveness and performance from central to local levels to achieve people and business satisfaction in accordance with the direction of the Party and the Government.
