70 Years of Development: Aspiration to Prosperity

The 70th founding anniversary of Vinh Phuc Province (February 12, 1950 to February 12, 2020) is an event of special significance to the Party Committee, government and people in the province. On this occasion, Vietnam Business Forum Magazine has an interview with Mr. Nguyen Van Tri, Chairman of Vinh Phuc Provincial People’s Committee, on typical socioeconomic achievements in the past journey and upcoming development strategy.

Over the past 70 years, especially since its re-establishment 20 years ago, Vinh Phuc province has obtained many important achievements in all aspects. Could you please tell us about some outstanding achievements?

After 70 years of development, especially since its reestablishment 20 years ago, the Party Committee and people of Vinh Phuc province have accomplished a lot of important achievements in all fields, become a prime example of economic development and gradually affirmed and strengthened its position before other provinces and cities in the region and in the country.

The province’s GRDP growth has been steadily high over the past years, rising 13.9% a year on average in the last 22 years (1997-2019). The economic structure has strongly shifted towards a desired pattern where the share of construction, industry and services is rising and the share of agriculture, forestry and fishery is shrinking. The economic size is expanding. The gross regional domestic product (GRDP), based on the current price, was estimated at VND118.4 trillion (US$5.2 billion) in 2019, 60.5 times higher than in 1997. Economic development has led to higher GRDP per capita, reaching VND102.5 million (US$4,450) in 2019, up to 47 times higher than that in 1997 and higher than the national average.

Instead of relying on the central budget, Vinh Phuc has today been among provinces with the largest revenue sent to the central budget. Specifically, in 1997, the local State budget revenue was only VND114 billion. In 2004, the province started to balance its budget spending and send its surplus to the central budget. In 2019, its budget revenue amounted to over VND35 trillion (US$1.5 billion), of which domestic revenue surpassed VND30 trillion, 307 times higher than in 1997.

Industrial manufacturing is determined to be the foundation of the economy, making considerable contributions to local growth and budget revenue. Infrastructure systems in industrial zones have been invested to meet development needs. In 1998, Vinh Phuc had only 50-ha Kim Hoa Industrial Park but it is now home to eight active industrial zones (out of 18 planned ones), covering a total area of 1,000 ha. The total number of valid projects in the province is about 1,139 projects as of the end of 2019, including 755 DDI projects with a total registered investment capital of VND80.9 trillion and 384 FDI projects with a total investment capital of over US$5.0 billion. The total number of enterprises in the area is 10,693 with the registered capital of over VND119 trillion.

In agriculture, promoting the tradition of exploring and discovering new farming methods in 1966-1968, since its re-establishment, Vinh Phuc has introduced effective mechanisms and policies on agricultural and rural development, improved livelihoods of farmers ahead of the country, and thus achieved many important production results. The province set up various high-yield farming areas.

Service sectors effectively serve production and consumption needs. The province already formed some modern commercial centers, markets and shops. Tourism infrastructure and many tourist service facilities have been invested. Typical high-quality tourist areas include Tam Dao, Dai Lai, Tay Thien, Dam Vac, Vinh Thinh-An Tuong tourist site.

The infrastructure system has been well invested. Many fields like rural transport and irrigation have made remarkable progress as compared to Red River Delta and neighboring provinces. From a province with the worst infrastructure, particularly transport infrastructure, Vinh Phuc now has 100 % of national highways asphalted, 18 provincial roads asphalted or cemented; and 93.2% rural roads hardened. All communes have access to the national electricity grid. When it was re-established, Vinh Phuc had only two clean water supply plants but it now has 11 facilities with supply pipelines built to far-lying mountainous areas according to the Program 134. 99% of rural households have access to hygienic water, of which 60% have access to clean water, and 85% of urban households have access to clean water.

In addition to focusing on economic development, Vinh Phuc province has paid close attention to sociocultural development, gradually making progress and social justice. Education quality is highly stable. Students usually achieve high rankings in national and international contests. Health infrastructure has been invested to raise medical care quality. In 2019, the ratio of doctors to 10,000 people is 12.35. National target health programs have been carried out well. Poverty policies have been effectively carried out to reduce the poverty rate to an estimated 1.46% in 2019. Political security has been maintained, social order and safety are guaranteed. Cooperation and exchange relationships with other localities in Vietnam and the world have been strengthened and expanded.

Vinh Phuc is aiming to become a centrally governed city in 2020. What are major socioeconomic development orientations of Vinh Phuc province in the coming period and what solutions will the province take to achieve this goal?

In the coming time, in order to aim to become a centrally run city, Vinh Phuc will launch key socioeconomic development tasks as follows:

Firstly, further executing solutions to maintain economic growth momentum; focusing on removing difficulties and promoting production and business development; further improving the business investment environment and accelerating administrative procedure reforms; enhancing investment promotion, attracting businesses to invest in the province, especially high-tech projects; speeding up modern trade and service development, with priority given to developing advantageous service sectors that use high levels of knowledge and know-how and generate added value; encouraging investment in developing health and education services.

Secondly, developing cultural and social fields in line with economic development; carrying out Resolution 33-NQ/TW dated June 9, 2014 of the Central Party Central Committee (11th term) on building and developing Vietnamese culture and people to meet national sustainable development requirements; preserving, embellishing and promoting values of tangible, intangible and ethnic cultures; effectively implementing social security policies, taking care of policy-benefited families, people with meritorious services and the poor.

Thirdly, building a strong, well-functioning government; rearranging and consolidating organizational structure; streamlining the staff as planned; improving the quality of public employees; adopting policies to attract excellent graduates, young scientists and competent experts to the province; firmly carrying out intellectual and talent attraction policies and income and welfare improvement policies for Vinh Phuc people.

Fourthly, effectively implementing local foreign affairs for development and integration; facilitating overseas Vietnamese to participate in building their homeland.

Fifthly, further consolidating defense and security competence; maintaining political security, ensuring social order and safety, protecting the peaceful life of the people in service of socioeconomic development tasks.

On the occasion of the 70th founding anniversary of Vinh Phuc province, what message would you send to Vinh Phuc people?

In the Year of the Rat 2020, the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee are determined to complete the 5-year socioeconomic development plan from 2016 to 2020, make achievements to celebrate the 70th founding anniversary of the province and the 90th founding anniversary of the Communist Party of Vietnam, and successfully host Party congresses at all levels. In spite of numerous difficulties and challenges in the way, the province is still seeing more advantages and new opportunities for development. I hope that, by upholding the spirit of solidarity, innovation, creativity and drastic action, the province will continue to make new breakthroughs in carrying out goals and tasks assigned to each locality, each unit and each enterprise to successfully achieve socioeconomic development, defense and security objectives, building a solid basis for Vinh Phuc to soon become a centrally run city as expected.
