The Vietnam Social Security (VSS) recently organized an online conference on the use of electronic transaction software for social insurance to guide provincial social insurance agencies, military social insurance agencies and police social insurance agencies to use the record reception and management software and web-based social insurance declaration software in place of social insurance declaration software, which is KBHXH.
Delivering the opening speech to the conference, Deputy General Director of the Vietnam Social Security (VSS) Pham Luong Son said, VSS has just awarded a certificate as a ministry-level typical information technology application unit in 2018 by the Ministry of Information and Communications. This is the second straight year the Vietnam Social Security secured this leading position. IT application assessment is based on six main items: IT technical infrastructure, IT application to agency activities, information website/electronic portal (supplying and updating information, supporting functions on the website/electronic portal), online public service delivery, policies and regulations for IT application, and finally human resources for IT application. Each item is checked and scored. The total score of items is used for the overall ranking of the agency.
He said that IT application is an inevitable trend. For social insurance agencies, the pressure is greater and this is therefore always considered one of key tasks of the sector.
Son requested the VSS Information Technology Center focus on two software programs, namely the record reception and management software and web-based social insurance declaration software in place of social insurance declaration software, KBHXH, directly guide software uses for specialized professional divisions at social insurance agencies in 63 provinces and cities, military social insurance agencies and police social insurance agencies to firmly grasp implementation processes, effectively apply software to operations and better serve people and businesses.
The IT Center focused on communicating knowledge about processes, operations and usages of the two software programs. VSS professional units coordinate with the IT Center to answer questions about electronic software application raised by local social insurance agencies. Officials of these agencies highly concentrated on receiving opinions and positive feedbacks on issues deemed unsuitable for their localities. Consultant units collected feedbacks and information to further improve the software, upgrade and build appropriate processes and utilities for localities.
Deputy General Director Son hoped that Vietnam Post Corporation and provincial/municipal post offices will further coordinate closely with VSS professional units from central to local levels to apply software to effectively reform administrative procedures and better serve people and businesses.
Le Nguyen Bong, Director of the VSS Information Technology Center, stressed that, over the past time, IT application to provincial/municipal social insurance agencies has been well implemented and the IT Center has also built many information channels to best support social insurance officials to use professional software programs and guide enterprises to apply them more effectively. He added, this application software is the foundation for the IT Center to build and submit to VSS to deploy services to every individual in the coming time and enable individuals to directly work with social insurance agencies. With the view of delivering best-quality products and services to people and businesses, the IT Center offers these products for free with the aim of creating a healthy competitive market, providing best services for people, and develop many convenient functions for employers.
At the conference, IT Center representatives instructed provincial and municipal social insurance agencies to use the record reception and management software: How to receive paper records and how to receive and process postal documents. At the same time, they instructed the use of web-based social insurance declaration software in place of social insurance declaration software, KBHXH. The center and consultants also answered questions and solved obstacles faced by users in practice.
