Paving Way for Local Development

To pay the way for local development, Bac Giang has focused on mobilizing traffic infrastructure investment resources to actively facilitate socio-economic objectives.

Mobilizing all resources for transport infrastructure development

In the past years, the transport infrastructure in Bac Giang province has significantly changed. The traffic network is planned to be built synchronously. Many important transport routes have been restored, upgraded or newly built. Rural transport has also been given a facelift in length, scale and quality.

According to a report from the Bac Giang Department of Transport, 153.34 km out of 330.3km of national highways and 314.52 km out of 508.98 km of provincial roads currently have a surface width of 8 meters or more, and 7,753.92 km out of 8,398.08 km of rural roads have been asphalted. The State fund for transport infrastructure in the 2016-2020 was over VND8,256 billion.

In addition to investing in the road system, the province has facilitated development of transportation and warehousing services. Bac Giang has 44 commercial warehouses, mainly used for agricultural products, foods, fertilizers and construction materials. It is also home to three inland waterway ports announced by the Ministry of Transport: Ha Bac Fertilizer and Chemical Port, A Lu Port and My An Port. In the master plan, more inland waterway ports have been planned to be built along Cau River, Thuong River and Luc Nam River.

Mr. Tran Xuan Dong, Deputy Director of the Bac Giang Department of Transport, said the province has planned and attracted investors to build Bac Giang International Logistics Warehouse Infrastructure Project whose goals are to build a modern, multi-functional logistics center, form an important link in the supply chain, gather goods for economic corridors and serve international trade.

In addition, the province planned to add logistics zones: Quang Chau Logistics Center in Quang Chau commune, Viet Yen district - a regional logistics center; Kep Logistics Center in Kep town, Lang Giang district - a dry cargo port; Dong Son Logistics Center (Huu Thuong dyke, Bac Giang City); Yen Dung Logistics Center; and Xuan Cam - Huong Lam Logistics Center (Hiep Hoa district).

Aggressive administrative reform

Administrative reform and administrative procedure reform have always been a strong concern for implementation by the Bac Giang transport sector. Accordingly, agency leaders regularly check unresolved documents to urge and remind responsible civil servants to promptly handle them in time, especially those that are about to expire. At monthly meetings, department leaders regularly remind and correct public administration reforms, request advisories and responsible units to strictly implement and consider PAR work as a top priority task.

The Department of Transport devised a plan to provide online public services of Level 3 and Level 4 in 2020 and beyond with the aim of providing information and online public services for people and business anytime, anywhere; create the most favorable conditions for organizations and individuals to perform administrative procedures; and save time and cost for implementing administrative procedures. The main goals are to increase the percentage of administrative procedures of Level 3 and Level 4 carried out online to at least 60%. The department also established a working group to speed up the settlement of administrative procedures of Level 3 and Level 4, led by the department's leaders.

Deputy Director Tran Xuan Dong said that the transport sector will continue to carry out consistent solutions to improve the quality of records, reduce the time needed to solve administrative procedures, and speed up information technology application in the coming time, including online public services in line with the roadmaps adopted by the Government, the Ministry of Transport and the Provincial People's Committee.
