VSS Deploys Two Inter-Agency Administrative Procedure Groups

Deputy General Director Chu Manh Sinh of the Vietnam Social Security (VSS) recently chaired an online VSS conference to carry out two groups of inter-agency administrative procedures: Birth registration, permanent residence registration and health insurance for children under 6 years old, and Death registration, deletion of permanent residence registration, funeral expense support and funeral allowance.

Sinh said that population data is very important for authentication, connection with other data and effective use for social and economic tasks, moving towards the goal that people only declare information once to State agencies to carry out administrative procedures. Doing this well will benefit the country greatly and help reduce expenses, fight waste and please people and businesses.

In the past time, to successfully carry out Project 06, the Government and the Prime Minister directed and engaged the entire political system, especially central and local agencies, organizations, businesses and people. In that spirit, VSS promptly decided to establish a working group responsible for executing Decision No. 06/QD-TTg. Besides, the Party Personnel Department at VSS issued Resolution No. 362-NQ/BCSD dated May 12, 2023 on accelerated implementation of the Project on "Developing the electronic population data, identification and authentication application for national digital transformation in the 2022-2025 period, with a vision to 2030". At the same time, VSS directed its subordinate agencies in provinces and cities to consolidate and establish working groups, and develop action plans and roadmaps for implementation of the Prime Minister's Project 06.

“Among 25 essential procedures for the people, VSS is assigned four very important and meaningful tasks to ensure social security: Inter-agency birth registration, permanent residence registration and health insurance for children under 6 years old; Inter-agency death registration, deletion of permanent residence registration and funeral allowance; Integrated calculation of allowance deduction in premium payment for renewed household health insurance; and Coordinated provision of information on the social insurance participation history for the labor sector to settle unemployment benefits on the National Public Service Portal," he said.

Accordingly, to date, VSS has completed building and connecting technical processes to perform all four tasks. Two tasks were completed on schedule in 2022. For two inter-agency administrative procedures: Birth registration, permanent residence registration and health insurance for children under 6 years old; and Death registration, deletion of permanent residence and funeral allowance always meet and closely follow the implementation progress of the Government Office. Currently, VSS is ready for nationwide deployment.

According to the general directions of the Prime Minister, central agencies need to actively improve their information systems to meet electronic interoperability requirements for the two above groups of inter-agency administrative procedures; provide professional guidance for their employees handling administrative procedures before a national rollout.
