Vietnam Social Security (VSS) has proactively implemented Project 06, as directed by the Government, positioning itself as a leader in digital government transformation. Focused on the core objectives of Project 06, VSS collaborates closely with the Ministry of Public Security and has established five specialized workgroups to effectively serve citizens and businesses.
Online public services streamline administrative procedures, saving time and effort
Online administrative procedure support group
Currently, 20 out of 25 administrative procedures (accounting for 80%) are provided online through the National Public Service Portal. Using online services, 100% of people and businesses are identified and authenticated smoothly on the VSS electronic system. 100% of the VSS’s administrative results are already digitized.
The VSS has supported the Ministry of Health to access electronic data regarding drivers’ health certificates (for online extension and replacement of driving licenses), birth certificates and death notices from medical facilities through the former’s technology infrastructure. To date, more than 4.3 million electronic data of these three types of documents are accessible through the VSS’s infrastructure.
These results help people and businesses to register and enjoy social insurance, unemployment insurance and health insurance more conveniently, quickly and economically.
Digital citizen support group
To date, all health-insured medical facilities in the country have accepted health-insured medical examination and treatment using chip-embedded citizen identification cards (ID cards), with over 92 million successful searches of health insurance card information using chip-embedded ID cards for this purpose.
With the adoption of health-insured medical examination using ID cards, insured patients only need to use their ID cards to carry out medical examination procedures, helping simplify procedures, shorten the time for both patients and medical staff, and reduce the cost of health insurance card printing and delivery for VSS agencies.
Economic and social development support group
The VSS has promoted payment of noncash insurance benefits. To date, about 64% of beneficiaries in the country’s urban areas receive social insurance and unemployment allowances via their personal accounts, 2% more than in 2022.
Payment of insurance benefits via personal accounts has proven to be immensely helpful, secure, swift and time-saving. It is well accepted by a majority of policyholders and beneficiaries of social insurance and unemployment insurance.
Population data ecosystem completion support group
The VSS system has now authenticated more than 96.8 million people’s demographic data contained in the national insurance database with the national population database. Of this figure, about 86.9 million people join and receive social insurance, health insurance and unemployment insurance, accounting for 97.8% of total policyholders.
According to VSS data, more than 10 million VNeID users have logged into the VssID - the digital social security application. This approach has helped people with more options to use their accounts when they need to use information, use health insurance cards and perform online public services on the VssID application.
Direction and administration system improvement support group for policyholders and beneficiaries
The VSS is currently operating a centralized data center and ensuring information security for 28 professional business application systems. This guarantees 100% of operations to be performed on applications.
Presently, the VSS system has connected with more than 13,000 health-insured medical facilities across the country to receive payment request data regarding insured medical costs. More than 621,000 units and businesses transact electronically with VSS agencies, helping them save time and cost and facilitate administrative procedures relating to social insurance, health insurance and unemployment insurance.
