Actively Promoting Advantages of Tra Vinh Province to Attract Investment

Situated in a favourable geographical location, Tra Vinh province possesses high potential in agriculture and aquaculture, and has many unique tourism destinations Realising its advantages, Tra Vinh Centre for Investment Promotion and Business Support has strived to promote its advantages in order to leverage provincial investment attraction, said Mr Tran Thanh Khiet, Director of the Centre with Vietnam Business Forum. Lan Trinh reports.
Could you share with us how the Centre has promoted investment attraction?
In 2011, the Centre printed and broadcast many promotional materials, including 1,350 brochures and 1,500 VCDs titled “Investment and Development of Tra Vinh”, 1,150 trade promotion handbooks, and 3,000 tourist maps. Furthermore, the Centre also coordinated with media agencies to complete several reports on investment promotion activities, releasing them to enterprises, foreign and domestic investors. Besides, the Centre also collaborated with relevant agencies and ministries to grasp information and enlist support for making promotion plans, promotion programmes for the province; organizing conferences, meetings and forums to strengthen investment promotion activities for Tra Vinh province.
 
Additionally, the Centre also cooperated with relevant departments to propose that the People’s Committee meet and work with 27 groups of investors, including 17 foreign investors, and 10 domestic investors who came to Tra Vinh to search for investment opportunities in some fields such as infrastructure construction of industry or economic zones, and construction of ports and wind power electricity plants. Consequently, in 2011, Tra Vinh province licensed 17 investment projects (including 7 foreign investment projects) with total registered capital of VND1,051.6 billion and US$9.2 million, mainly in the fields of garments, mechanical equipment, electric cars, plastic products, export products made from coconut, and animal feed. Especially, after conducting surveys and exploration, the Yen Mo Agricultural Mechanics Joint Stock Company decided to invest and established an enterprise in the province. He Woon Ltd. Co., (Korea) surveyed a plot for establishing a garment production project for export in Cang Long district and Tra Vinh city. Shinhwa Industrial Development Inc (Korea) signed a memorandum to invite and support Korean investors for infrastructure development of markets, commercial areas and economic zones in the province. After the memorandum was signed, the company organized two trips for Korean investors (four enterprises) to study the environment and survey investment locations.
 
The Centre has also guided five groups of foreign investors and several domestic ones to survey sites in which investments are called for, in order to help investors study and get information about project investment cooperation. It also gives advice to many foreign and domestic enterprises and investors about procedures for establishing an enterprise, investment registration, fire protection registration, and environmental impact assessment reports, etc.
 
What are the strengths of the investment opportunities in the fields of tourism and trade in Tra Vinh province?
Tra Vinh is a coastal Mekong Delta province with a natural area of 2,229 sq.km and population of 1.1 million (of whom 30 percent are Khmer ethnic people). It has one city and seven districts; bordered the East Sea to the East; Vinh Long province to the West; Soc Trang province to the South, and Ben Tre province to the North.
 
Tra Vinh province is about 200 km from Ho Chi Minh City by Highway 53; and only 130 km by Highway 60. It is 60 km from Can Tho province. Tra Vinh province is surrounded by the Tien River and Hau River with two estuaries of Cung Hau and Dinh An, connected with a network of rivers and canals, creating an opportunity for water transportation development. As the result, Tra Vinh province possesses rich agricultural potential and strong aquaculture and fisheries, with plentiful seafood raw material sources for processing industries.
 
Tra Vinh has 141 ancient, unique Khmer pagodas, as well as those of the Hoa and Kinh peoples, with traditional festivals. It possesses many cultural and historic vestiges such as Ho Chi Minh temple, Khmer cultural museum. Tra Vinh city is known as the green city of the Mekong Delta, famous for the resort of Ao Ba Om. The districts have many traditional villages with famous specialties.
 
Over 60 percent of the population is of working age, of which 34 percent are vocationally trained. They are a good labour supply for industrial production facilities, especially for labour intensive sectors. The training network basically meets the demand of trained human resources.
 
In recent years, many huge national scale projects have been invested in Tra Vinh province, which is creating more favourable conditions for social - economic development, such as the construction of shipping lanes for large tonnage ships in the Hau River was commenced, and when being completed, it will allow 20,000 tonne vessels access to the port of Cai Cui, Can Tho, as well as the network of ports in the Mekong Delta area. It fulfils every requirement to construct international port in Dinh An. Besides, Duyen Hai Electricity Centre with capacity of 4,400 MW, connecting with the national electricity grid, ensures a stable supply of power for industrial production and daily life. The Prime Minister has approved the planning of constructing of Dinh An economic zone, supplementing industrial parks of Cau Quan and Co Chien, which will be investment opportunities for investors. The highway from Saigon to Trung Luong has gone into operation, so have Rach Mieu Bridge and Ham Long Bridge. Moreover, roads 53, 54, 60 have been widened to meet grade three standards; Co Chien Bridge and Dai Ngai ferry are under construction, and when being completed they will connect Ca Mau – Bac Lieu – Soc Trang – Tra Vinh – Ben Tre – Tien Giang to Ho Chi Minh City and the South East.
 
How does the Centre support enterprises?
We conduct many activities to support enterprises, of which the most noteworthy ones are training activities: organizing conferences, seminars to commence activities of supporting and developing small and medium sized enterprises; organizing training classes for enterprises on starting up, developing trading ability, enterprise management, human resource training; organizing training, enhancing professional skills, updating information, negotiation skills for enterprises in the province; providing, exchanging and gathering information related to enterprises for interested people; developing databases on enterprises.
 
Moreover, the Centre also provides advice about policies and regulations on investment, enterprises related to investment, production and trading; gives advice about administrative investment procedures such as: deals on investment locations, investment certification, certification of business registration, investment registration, bidding, bid evaluation, certification of land use rights, and construction and environment requirements.
