Vinh Phuc Province: Efforts to Reform Business Procedures

With open, attractive and transparent investment policies, Vinh Phuc has always been a preferred destination for domestic and foreign investors.

Mr. Le Duy Thanh, Chairman of Vinh Phuc Provincial People's Committee, said that Vinh Phuc defines speeding up administrative reform, improving the investment and business environment and improving competitiveness as important political tasks, associated with accountability of agency leaders. With many right and timely decisions in administrative procedure reform, Vinh Phuc has welcomed many world-leading corporations in the world to invest such as Honda, Toyota and Piaggio.

Vinh Phuc currently has more than 500 ha of available land for industrial development, ready to be delivered to investors. The province has streamlined administrative procedures, improved the investment and business environment, and cleared difficulties and obstacles for businesses and investors. He pledged that, if facing any difficulty in investment, they can meet and discuss directly with leaders of the province and competent agencies to promptly seek solutions to their problems.

One of solutions that Vinh Phuc has seriously applied is to modernize administration to best serve people and businesses. In 2021, Vinh Phuc has accelerated control and settlement of administrative procedures in the electronic environment.

Vinh Phuc standardized 1,552 administrative information and data on the national portal, encrypted electronic records on the single-window system to ensure publicity and transparency and facilitate users to approach, implement and supervise settlement of administrative procedures.

The Provincial People's Committee continued to direct relevant authorities, branches and localities to implement the Government's Decree 45, developed online public services of Level 3 and Level 4, and submit them to the Provincial People's Committee for approval to deliver on the province's public service gateway, and at the same time, inform, instruct and assist people, organizations and businesses to submit online documents when they come to handle administrative procedures. In its Decision No. 2992 dated November 1, 2021, the Provincial People's Committee announced the list of 81 online public service administrative procedures of Level 3 and Level 4.

Competent bodies and localities have actively reviewed and assessed 29 sectors with 1,763 administrative procedures under their authority; further simplified and reduced by least 20% of the settlement time of administrative procedures that need more than 10 days for settlement (from 11 days or more) under their jurisdiction. By reviewing and simplifying administrative procedures, five provincial departments introduced 23 initiatives for simplification of administrative procedures and district authorities adopted three initiatives for this purpose.

From January 1, 2021 to September 30, 2021, the Provincial Public Administration Service Center received 39,627 new application forms and processed 41,989 records. Up to 99.5% of applications were completed before deadline. 15 provincial agencies issued 14,153 application forms, with 709 forms assigned Level 3 and 13,444 forms carrying Level 4 label. Online applications accounted for 22% of total records handled by provincial departments and sectors.

To further improve online public services of Level 3 and Level 4, the Provincial People's Committee required relevant bodies to speed up effective and comprehensive reform and control of administrative procedures; regularly review and strictly supervise regulations on administrative procedures, standardize administrative data; restructure processes and procedures to construct, integrate and provide at least 30% of essential online public services delivered by provincial and local authorities on the Provincial Public Service Portal.

In 2020, the Public Administration Reform Index (PAR Index) scored 85.41 out of 100 points, ranking 15th out of 63 provinces and cities. The most prominent was the Satisfaction Index of Public Administrative Services (SIPAS), which reached 9.04 points, with satisfaction rate of 90.53%, ranking 6th out of 63 provinces and cities, 5 places higher than in 2019. The Department of Planning and Investment noted that Vinh Phuc will strive to bring its PAR Index and SIPAS Index to Top 15 in the country by 2021 and beyond. By 2025, its Digital Transformation Index (including digital government, digital economy and digital society) will be ranked Top 20 in the country.
