Can Tho always Creating the most Favourable Conditions for Investors

Over the past few years, alongside efforts to develop infrastructure, Can Tho city has issued many priority policies to attract investors. This aims to build up the city into a major centre in the Mekong delta.
 
Priority policies
Investors in industrial parks and complexes of Can Tho will enjoy land rent exemption and reduction. Accordingly, projects subject to priority policies will be exempted from land rent during their capital construction period, but not for more than 24 months after the decision on their land rental takes effect and land is located to them. Large scale projects subject to investment encouragement which will provide job creation for many local people will enjoy land rent reduction. The People’s Committee of Can Tho will consider conditions of each concrete project, including capital, jobs, and exported products, as well as land area, to reduce land rent.
Can Tho will also exempt rent on land without infrastructure facilities outside industrial parks for such projects as BOT (build-operate- transfer), BT (build and transfer) projects, and those projects on building public works for education, health care, culture and sports. Time for land rent exemption remains within the capital construction period, but not more than 24 months after projects are allocated land. Projects subject to priority beneficiary will enjoy three more years’ land rent exemption after their capital construction finishes.
 
Investment support policies
For projects developed in industrial parks and complexes, authorised agencies of Can Tho city will be responsible for developing infrastructure facilities, including telecommunication, electricity and water supply and drainage systems to the fence of enterprises. For those projects developed outside industrial parks and complexes, or on the isles of the Hau River, according to each concrete project, infrastructure facilities will be developed. For projects on tourism, the Can Tho People’s Committee will consider and decide on investment support for their infrastructure development according to conditions of each concrete project. 
Also, investors will receive vocational training support from Can Tho authorities. Accordingly, new trained-labour-intensive projects will receive support from the local authorities via the Can Tho Department of Labour, War Invalid and Social Affairs and local vocational training schools. Projects have between 200 and 300 workers trained in local vocational schools will receive a support equal to 30 per cent of tuitions, projects with between 301 and 500 workers trained, 40 per cent of tuitions and projects with more than 500 workers trained, 50 per cent of tuitions.
Furthermore, the People’s Committee of Can Tho city will provide financial support for advertisements on the local media. Concretely, when projects become operational they will receive a support equal to 30 per cent of their advertisement fees in the first year, and 20 per cent for three more years, as long as that enterprises will advertise three times per week with less than 30 seconds on the local radio and television, and not more than half a page of a local newspapers.
 
Land rent in Can Tho city:
-          Paying once for five years: US$0.9 per square metre per year
-          Paying once for 10 years: US$0.78 per square metre per year
-          Paying once for 15 years: US$0.68 per square metre per year
-          Paying once for 20 years: US$0.59 per square metre per year
For industrial and handicraft centres in districts, the People’s Committee of Can Tho will issue land rent suitable with conditions and location of each concrete centre.
Projects calling for investment capital:
- Projects on farming high-yield rice, fruit trees and herbal plants
- Projects on raising cattle, poultry and seafood
- Projects on processing plant oil, fruit, farm-produce and seafood
- Projects on farming new varieties of high quality and economic value
- Projects on applying high-tech, bio-tech and new technologies
- Projects on waste treatment
- BOT, BTO and BT projects.
- Projects on infrastructure development of industrial parks, export processing zones, industrial and handicraft centres, craft villages and eco-tourist sites
- Projects on manufacturing and assembling tool machines, light trucks, automobiles and building ships
- Projects on manufacturing equipment for textile and garment making industries
- Projects on manufacturing and assembling electronic equipment, or applying new technologies to manufacture communication and telecommunication equipment
- Projects on building wholesale markets and supermarkets
- Projects on building multi-storey residential blocks
- Projects on building hospitals, schools, and vocational training schools
- Projects on producing light construction materials
- Projects on producing high-end materials for exported garments and footwear products
- Projects on producing packages for exported goods, and
- Projects which use at least 500 workers.
