VCCI Plays Important Role in Connecting Vinh Phuc and Investors

The People's Committee of Vinh Phuc Province and the Vietnam Chamber of Commerce and Industry (VCCI) signed a "Cooperation Agreement" for the period 2016-2020 in April 2016, unifying the basic principles in the relationship and some coordination points between the two parties; committing to creating a favorable environment for businesses in Vinh Phuc province.

Implementing the cooperation agreement for the period 2016-2020 and the commitment between the People's Committee of Vinh Phuc province and VCCI to create a favorable environment for businesses, the Business Association of Vinh Phuc province plays an important role in the implementation of the agreement. Accordingly, the Association has actively coordinated with the VCCI Office and VCCI's specialized departments to develop plans with specific solutions to implement the contents under the Commitment and Cooperation Agreement.

In January 2018, at the conference to review two years of implementation, the provincial Business Association and the VCCI Office signed the "Coordination Program" witnessed by the Chairman of Vinh Phuc Provincial People's Committee and the President of VCCI. In the two years of 2018-2019, the provincial Business Association signed a cooperation agreement with a number of provincial departments and branches in performing the task of supporting business development; and signed a "Cooperation Program" with the Bureau of Employers’ Activities (VCCI) to improve the quality of human resources for businesses through participation in vocational education activities. Every year, Vinh Phuc Business Association makes a report summarizing activities in coordination with departments and branches in Vinh Phuc province and departments of VCCI to develop plans and programs for the next year. VCCI plays a very important role in supporting Vinh Phuc province to conduct research and surveys on the business investment environment; consulting to improve the business environment in order to improve the province's competitiveness and investment attraction ability.

Through conferences and seminars held annually by VCCI in Vinh Phuc province, professional agencies have researched, surveyed and advised Vinh Phuc on basic solutions to improve competitiveness and attract investors to the province. Many foreign embassies and trade offices based in Vietnam have come to work with the Provincial People's Committee to learn about opportunities and the investment environment here.

In addition, VCCI has coordinated and supported the assessment and analysis of the results of the provincial PCI survey and other surveys on the business environment; providing comments and in-depth analysis on areas businesses are interested in. It will help Vinh Phuc province recognize strengths and limitations to take remedial measures. Every year, after the VCCI announces the PCI results, the People's Committee of Vinh Phuc province develops plans and assigns specific tasks to each department, branch and unit that are responsible for improving and enhancing the competitiveness index; striving to stand in the group of provinces with good economic governance capacity.

Through the Business Association, VCCI has consulted, supported and helped Vinh Phuc investigate and survey departments, branches, districts and towns on the attitude and sense of responsibility in supporting businesses. Then, leaders of the province and departments, branches, districts and city will see their advantages and limitations, thereby proposing positive solutions in the coming time, aiming to serve businesses better. It will help to build trust in businesses and increase the business investment environment. VCCI has cooperated with Vinh Phuc province to organize a seminar to improve the business support service component index in order to promote the improvement of the PCI index; organize dialogues and remove difficulties due to the impact of the COVID-19 pandemic; propagate and introduce the economic potential, development prospects of trade, investment and tourism of Vinh Phuc province. Recently, new generation free trade agreements (FTAs) have been signed, bringing many benefits to businesses. Through VCCI, state management agencies and businesses see the advantages and disadvantages that FTAs bring; thereby, helping businesses have solutions to take advantage, limit difficulties and inadequacies, develop production and business with high economic efficiency.

Regarding high-quality labor training, the "Coordination Program" between the Business Association and the Bureau of Employers’ Activities initially operated effectively, creating a connection between enterprises and schools in training and recruiting quality workers according to the requirements of the business. Thereby, the Business Association also grasps the demand for labor recruitment in enterprises to exchange information with state management agencies to operate more effectively. VCCI has supported Vinh Phuc to deploy a number of major investment promotion seminars and conferences in the province.

In the coming time, VCCI will continue to be an important focal point to promote and introduce to domestic and foreign investors the investment environment of Vinh Phuc province; support and advise the state management units of Vinh Phuc province on creating an open and favorable business and investment environment for businesses to continue to improve and raise the PCI index; advise and support the provincial Business Association in surveying the Department and District Competitiveness Index (DDCI). Vinh Phuc Provincial People's Committee will create all necessary conditions for VCCI to implement business support activities; at the same time, direct and create conditions for departments, branches and enterprises to effectively implement signed programs and plans.
