Phu My 3 Industrial Zone- Attractive Destination for Investors

In order to be recognised as a special industrial zone of Ba Ria – Vung Tau province, Phu My 3 is planned as a diversified industrial zone that primarily focuses on heavy industry and supporting industry, therefore it becomes a potential destination for investors, especially those from Japan. Vietnam Business Forum had an interview with Mr Toshio Kazama, Managing Director of Thanh Binh Phu My Company (TBPM) – the project investor to have overview on the strategic direction and the development on Phu My 3 Industrial Zone in future.
 
In socio-economic development orientation period 2011-2020, Ba Ria – Vung Tau focuses on developing and attracting industries and logistics, especially the supporting industries. How would TBPM implement this policy through attracting investors to Phu My 3 Industrial Zone?
We are attracting investors by focusing on material industries and support industries. On the other hand, the heavy industry at Ba Ria – Vung Tau requires deep-water port, steel industry requires natural gas supplier. Therefore in order to attract these industries, we need natural resources and electricity and Ba Ria – Vung Tau met all of those requirements. Especially, the most outstanding attractive factor of Ba Ria – Vung Tau is the Cai Mep – Thi Vai deep water port and the natural gas supplier pipeline system, LPG - condensate pipeline, electricity supplier system up to 4,100 MW, and plenty of clear water.
 
In near future, Ba Ria – Vung Tau will develop material industry such as upstream channel in supply chain of Vietnam. It will contribute to the development of Vietnam; it is also the reason for TBPM to plan to fully exploit the geographical advantages of Ba Ria – Vung Tau in order to attract material industry.
 
How would TBPM build an integrated production and logistics model for Phu My 3 IZ in order to optimize the cost-saving for the clients?
In order to fully exploit the advantages, Phu My 3 already has a detailed plan to become an industrial zone that has the optimal integrated model to satisfy various industries and productions. Specifically, Phu My 3 will have heavy industrial zone and multi-sector industrial zone combining with the port’s logistics system to create an integrated supply chain from manufacturing, consuming to merchandise transhippment in order to minimize cost and risks for enterprises. Besides it, any investors that come to Phu My 3 could minimize cost thanks to the natural resource condition and administrative procedure service and technical management. Within that, the investors can receive “one-stop service” that it provides administrative procedures support, managing by Japanese team that is established by Ba Ria – Vung Tau People’s Committee. The natural gas can be supplied directly thanks to the natural gas pipe and it doesn’t have to use any natural gas transportation, therefore the cost for resources is cheap.
 
What is the next goal of TBPM?
We have completed designing of Phu My 3 infrastructure and we are in progress of construction for the Phu My 3 development so far. Phu My 3 will handover the land for clients in the end of 2015 and the phase 1 development will be completed by the end of 2016. According to the plan, TBPM will focus on attracting Japanese enterprises through Japanese enterprises community in Vietnam. Currently, Phu My 3 is having some inquiries on land leasing from several Japanese companies and we have MOU signed from one of them.
 
In order to attract potential investors, TBPM always takes care of marketing activities and keep improving the Phu My 3 IZ image – a high potential industrial zone specialized for the Japanese in South Vietnam. Specifically, Phu My 3 has advantages on geographic location, as Phu My 3 is located close to the Thi Vai – Cai Mep deep water port (distance of 4 km), therefore it promotes the logistics development as well as to attract the investors. In addition, the high way Ho Chi Minh – Long Thanh have been completed, therefore it takes only one hour to travel from Ho Chi Minh to Phu My 3. There is another big project- the Long Thanh International Airport which will start operating from 2020 and it is about 28km from Phu My 3. On other hand, Ba Ria – Vung Tau has high potential to become a basic raw material supplier to other industries in Southern provinces such as Dong Nai, Binh Duong and Long An.
 
In order to focus on marketing strategy, we established an advanced management system in TBPM to implement marketing activities. Especially, we established a marketing team to attract Japanese companies. Besides, during the progress TBPM always keeps an eye on natural environment, the infrastructure investment always have careful consideration on the impact of environment. For this purpose, TBPM has assigned Nippon Koei for designing and managing the construction at Phu My 3 and Kobelco Eco-Solution (KOBELCO) for designing and constructing the waste-water treatment system funded by the World Bank. With the advanced technology, we will develop Phu My 3 to meet standard requirements of big projects from foreign countries.
 
What is the support from local authorities in investing development of Phu My 3 IZ?
 The local authorities have lots of positive supports for the development of Phu My 3 IZ through the supporting compensation for site clearance. At the same time, it grants decision to recognize Phu My 3 an industrial zone specialized for Japanese companies, the local authorities also grant preferential policies on land leasing, taxation and other legal support, administrative procedure support. In addition to that, based on the support of JICA, Ba Ria – Vung Tau People’s Committee has established Japan Desk in order to attract Japanese companies. Following with it, TBPM cooperated with Japan Desk and establish “one-stop service” to fully support in administrative procedure, legal support, and other thing for Phu My 3’s clients.
