Building Integrated Multisector Provincial Planning

An Giang province has made great efforts to make “An Giang Planning in the 2021-2030 phase, with a vision to 2050”. This will be a compass for comprehensive economic and social administration in the coming time in order to open up and capitalize on resources for sustainable economic and social development coupled with environmental protection and climate adaptation.

An Giang province is actively carrying out tasks and solutions to successfully implement the Resolution of the 11th Provincial Party Congress (2020-2025 term) and 5-year Socioeconomic Development Plan in 2021-2025. The resolution states the objective that “An Giang's economy will be among the top in the Mekong Delta and reach the national average 2025 and climb above the national average by 2030.”

Sharing information about An Giang Planning, Mr. Nguyen Thanh Binh, Chairman of the An Giang Provincial People's Committee, said that the planning follows the approach recommended by the Provincial Party Congress. At the same time, this is the most comprehensive, integrated multi sectoral master plan ever.

“Planning is considered a guideline for upcoming comprehensive economic and social direction and administration in a methodical and scientific way; it opens up and capitalizes on resources for sustainable economic and social development associated with environmental protection and climate adaptation; and transforms development patterns and restructures the economy,” he said.

In 2021-2030, An Giang province will continue to adhere to three breakthrough stages in socioeconomic development: (1) investing in infrastructure, especially transport infrastructure for industrial and tourism development; (2) improving official capacity and responsibility; enhancing the working performance of the political system; and (3) reforming administrative procedures, ameliorating the investment and business environment, fostering innovations for upgrading corporate competitiveness.

Regarding economic growth, An Giang province is trying for stable GRDP growth, for industrialized and modernized economic restructuring, and for a higher share of services. To do so, the province will attract more investment capital for core fields like inter-provincial and inter-regional transport infrastructure; fund development of industrial and economic zone infrastructure; strongly develop downstream processing industries to create value-added products, tourism infrastructure, amusement parks, spiritual tourism sites and resorts in order to take advantage of its unique terrains; and step up new countryside construction together with urbanization and digital economy.

Regarding social development, the province will continue to keep a stable population; upgrade education and health infrastructure; raise the quality of human resource training; reduce poverty; and accelerate information technology application.

“By 2050, An Giang province will become a fully developed, modernized, civilized, ecological and sustainable province carrying the watershed-based cultural identity of the Mekong River and have a good development level relative to the national landscape. The province will have synchronous, modern and climate-resilient social and economic infrastructure, especially with smooth and seamless connection with the region, the country and the world. It will become a capital of agricultural and food processing industries of the country, a destination of world-leading agribusiness and food processors, a trade hub of goods and services for the region with Cambodia and other ASEAN countries, a keeper of cultural values, historical traditions and biodiversity. Last but not least, it will sustainably develop spiritual tourism, ecological tourism, merchandise trade and locally unique services,” Binh emphasized.
