Vinh Phuc Strives for Top 10 Position in Digital Transformation by 2025

Vinh Phuc province will strive to secure a top 20 position in digital transformation in Vietnam in 2022 and top 10 by 2025 and basically form a digital government, a digital economy and a digital society which are fast-growing and all-embracing.

Vinh Phuc climbs 43 places in provincial digital transformation

Going on the right track and working to make a breakthrough, in 2021, Vinh Phuc province ranked 12th out of 63 provinces and cities in digital transformation, 43 places higher than in 2020.

The Ministry of Information and Communications announced the Digital Transformation Index Report (DTI 2021). Vinh Phuc province scored 0.4880 points to secure the 12th position, driven by three pillars of digital government, digital economy and digital society, which stood in Top 10.

Among six key indicators, Vinh Phuc ranked 1st out of 63 provinces and cities in the Digital Institutional Index. Digital Human Resources Index and Cyberinformation Security Index ranked as high as 3 and 4, respectively.

From its rankings in 2021, Vinh Phuc province was well aware of the importance of digital transformation. Its regulatory documents clearly showed that the province directed and led digital transformation in line with the central government and with local digital transformation goals.

Plan 327/KH-UBND dated December 31, 2021 on improving and enhancing Digital Transformation Index in 2021-2025 clearly defines that it is necessary to develop regulations on coordination and implementation of e-government such as collecting, creating, updating and sharing data and utilizing information, data and databases to ensure accessibility and usability for agencies, organizations, businesses and people.

The province developed policies to mobilize business resources by renting and using services; applied instructive documents for implementation and concretization of information security contents by stipulating the responsibility of ensuring information security for organizations and individuals; and completed assessing and ranking the Digital Transformation Index of sectors, units and localities.

The locality reviewed, revised and supplemented digital transformation contents into socio-economic development plans of sectors and fields, especially the province’s socioeconomic development planning in 2021-2025, with an eye to 2030.

To strengthen the Party leadership at all levels, improve administration, and enhance awareness about digital transformation, on May 16, 2022, the Provincial Standing Committee issued Directive 23-CT/TU on strengthening Party leadership of digital transformation in Vinh Phuc province. The directive is important to direct digital transformation in the province. By 2025, Vinh Phuc province expects to become a top 10 performer of digital transformation in the country.

Top 10 digital transformation by 2025

In the coming time, to advance in the Digital Transformation Index rankings, Vinh Phuc province finds it necessary to make better mechanisms and policies and advise the Provincial People's Council to adopt a resolution on the accelerated application of practical public services of Level 3 and Level 4 in 2021-2025, aiming to support people and businesses to use online public services; and a resolution on support for businesses in digital transformation and e-commerce development. The Provincial People’s Committee issued and updated the Digital Transformation Index applied to local agencies; updated and amended Plan 327/KH-UBND dated December 31, 2021 on the improvement of Digital Transformation Index in 2021-2025 to match criteria in Decision 922/QD-BTTTT dated May 20, 2022 of the Ministry of Information and Communications; revised and added targets and tasks regarding digital transformation for agency leaders as per Decision 488/QD-UBND dated March 14, 2022 of the Provincial People’s Committee.

Testing Vinh Phuc Intelligent Operations Center (IOC), the provincial Department of Information and Communications cooperated with Vietnam Posts and Telecommunications Group and VNPT Vinh Phuc to complete upgrading operating rooms, installing light electrical equipment and screens to visually display monitoring information, transmission lines for data transmission and IT equipment in operating rooms.

The IOC system is technologically helping collect information accurately and intuitively based on digital data on health, education, traffic and tourism; supporting provincial leaders and specialized agencies to make timely, accurate, consistent and effective decisions to improve the working quality of administrative agencies.

The iGate online public service one-stop software, officially put into use on January 1, 2022, has linked 651 online public services of Level 3 and Level 4 to the National Public Service Portal. As of May 27, 2022, it performed 3,812 online payment transactions valued more than VND3.3 billion on the National Public Service Portal. Document management software is deployed in 189 agencies and localities in the province.

In addition to sending and receiving electronic documents between provincial, district and commune agencies, the shared document management software can also send and receive electronic documents on the National Data Exchange with central agencies.

The province has piloted digital transformation in four localities: Tho Tang town (Vinh Tuong district), Tam Dao town (Tam Dao district), Huong Dao commune (Tam Duong district) and Lang Cong commune (Song Lo district).

All outgoing documents of the Provincial People's Committee are signed electronically (except for confidential documents). The province has seriously provided online public services of Level 4 to people and businesses anytime, anywhere to save time and cost and ensure transparent and efficient operations of state agencies. Vinh Phuc has provided and updated information as per Decree 43/2011/ND-CP dated June 13, 2011 of the Government on information and online public services published on websites or portals of state agencies.

In addition, Vinh Phuc province launched plans to improve and enhance its Digital Transformation Index in 2021-2025 to speed up digital transformation to create a foundation for building e-government and moving toward the digital government, digital economy and digital society. The province will strive to raise its DTI rankings to Top 20 in the country in 2022 and Top 10 in 2025 and basically form a digital government, a digital economy and a digital society which are fast-growing and all-embracing. The province will continue to closely follow directions of the Government and central agencies to promptly carry out digital transformation and learn better models and experiences in other localities which have effectively built e-government.
