Established in July 2025 and strategically positioned between two major development axes of Hanoi, Vinh Thanh Commune is seizing a major opportunity to achieve a breakthrough and become a model of smart, eco-friendly, and modern urban development.

Vinh Thanh aims to become a model smart, eco-friendly, and modern urban commune
Vinh Thanh was formed by meagering parts of Vinh Ngoc, Hai Boi, Tam Xa, and Xuan Canh communes. With an area of 22.52 square km and a population of nearly 65,000, it is relatively small compared to many other communes in Hanoi. However, it holds a distinct advantage with its prime position along the Nhat Tan-Noi Bai urban axis and the Red River development corridor.
According to Nguyen Anh Dung, Secretary of the Vinh Thanh Party Committee, the country is entering the early stages of a new phase, reforming and restructuring the political system into a two-tier local government model. In the new term, the Party Committee has identified building a clean and strong political organization as its foundation. With a newly unified apparatus, the key requirement is to synchronize working regulations with clear responsibilities, assignments, progress, and results.
In the next five years, Vinh Thanh Party Committee will creatively implement Party guidelines, State laws, and Hanoi’s preferential policies for commune-level development, while mobilizing the participation of the political system and residents. The commune’s development will focus on five pillars: culture and people; three transitions (green transition, digital transition, and circular economy); modern, well-connected infrastructure; digital economy and smart urban development; and science, technology, and innovation. The commune recognizes that location is only to become a driver of development when supported by core infrastructure and service chains.

Nguyen Quang Dang, Chairman of the Vinh Thanh People’s Committee, emphasized that the second half of 2025 marks a “fast-track” period. The commune has introduced comprehensive solutions to drive breakthroughs in socio-economic development, with priority given to expediting infrastructure projects, especially the backbone transportation system, interregional roads, and links to surrounding urban areas.
The commune is finalizing two detailed 1/500 planning projects for existing residential areas. These will serve as crucial legal bases for construction management and riverside development projects. The commune also focuses on experiential tourism linked to ecological spaces, sports, and riverside services. With hundreds of hectares of fertile alluvial land and natural landscapes along the Red River, Vinh Thanh is planning clean and organic agricultural production zones tied to experiential tourism.
On infrastructure, the commune is upgrading transport, schools, and health stations to meet development needs; strictly enforcing planning and construction regulations; and accelerating urban renovation to balance heritage preservation with modern growth.
On security, Vinh Thanh is strengthening the “All People Protect National Security” movement, proactively preventing social hotspots, safeguarding key facilities, and ensuring a safe, friendly living environment.
Party building remains a central priority, closely tied to studying and following Ho Chi Minh’s ideology, ethics, and style; improving the quality of Party cell activities, particularly in non-state enterprises; and promoting the exemplary role of officials and Party members, especially leaders.

Nguyen Thu Van, Head of the Commune’s Economic Department, noted that ecological agriculture development is being integrated into detailed planning to provide a solid legal basis for long-term investment and production. The focus is on combining agriculture, tourism, and educational experiences to attract city residents and tourists to peri-urban rural spaces rich in local identity. The commune also supports residents in adopting advanced farming techniques, applying high technology, and connecting to consumption markets. This approach is seen as both humane and effective, simultaneously raising household income and preserving green spaces while maintaining rural identity during rapid urbanization.
Additionally, land clearance, land management, and construction order are considered key tasks. The People’s Committee has proposed measures to resolve obstacles and accelerate technical and social infrastructure projects. In the long term, Vinh Thanh aims to become a modern financial, commercial, tourism, and service hub, serving as a gateway connecting the capital with the midland and northern mountainous regions.
“The commune is committed to resolving urgent social issues, maintaining a clean and green environment to define its peri-urban and riverside character, investing in public facilities and social infrastructure, and improving quality of life for residents,” affirmed Nguyen Quang Dang.
