On the afternoon of July 6, the Hanoi Department of Agriculture and Environment provided information on the implementation of the National Target Programs (NTPs) on new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026-2030 period.

Accordingly, implementing the central government's direction on the NTPs on new-style rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026-2035 period, Phase I: 2026-2030, the municipal People's Committee early issued Decision No. 2376/QD-UBND on identifying groups of communes to implement the National Criteria for New-Style Rural Development for the 2026-2030 period. Vice Chairman of the Hanoi People's Committee Bùi Duy Cường was assigned to serve as Head of the City's Steering Committee.

The work of consolidating the assisting agencies of the City's Steering Committee for the NTPs is also being urgently implemented. The Department of Agriculture and Environment is currently taking the lead, in coordination with the Department of Home Affairs and relevant departments and agencies, in reorganizing the Office of the Coordination Office for the New-Style Rural Development Program into the Office of the Coordination Office for the City's NTPs, with the aim of completing the work in July 2026.

It is currently coordinating with relevant departments and agencies to complete the final steps in accordance with procedures for promulgating legal normative documents, and submit the Criteria to the municipal People's Committee for issuance in August 2026.

To ensure resources for implementing the NTPs, the municipal People's Committee has registered for the municipal People's Council to consider and approve a Resolution stipulating the principles, criteria and allocation norms for the city's budget resources, as well as the counterpart funding ratio of commune-level budgets for implementing the NTPs for the 2026-2030 period, at the fifth session of the 17th Hanoi People's Council (expected to take place in July 2026).
