In creating a new investment and business environment, Vinh Long has identified science and technology, innovation, and digital transformation not only as tools to support management but also as direct drivers of productivity, growth quality, and competitiveness.

Improving Institutions, Advancing Science and Technology

To integrate science, technology, and innovation into production and business, Vinh Long has focused on improving mechanisms and policies and creating a framework to promote research, technology application, and transfer. According to the Vinh Long Department of Science and Technology, the province has issued 18 legal documents related to science, technology, and innovation.

These include Resolution 16/2025/NQ-HDND, which sets spending norms for science and technology tasks; Resolution 29/2025/NQ-HDND, which provides policies to support technology transfer, commercialization of research results, and digital transformation in enterprises and cooperatives; and Resolution 44/2025/NQ-HDND, which supports intellectual property protection registration, with support of up to VND60 million per overseas application.

A key focus is the growing emphasis on application and commercialization. By 2030, Vinh Long aims for 40% of operating enterprises to engage in innovation, increase the number of science and technology enterprises from 14 to 30, and ensure that 80% of completed scientific research results are applied to production, business, and daily life.

To achieve these goals, the province plans to establish an Innovation and Digital Transformation Center that meets the criteria for a national-level startup support center, connecting incubators, technical facilities, and shared workspaces at local universities. In addition, the Center for Science and Technology Application will continue to maintain and improve the effectiveness of its ISO 17025:2017-certified laboratory.

The goal is not only to establish more science and technology institutions, but more importantly, to build a bridge between government, scientists, and businesses, narrowing the gap between research, application, and commercialization.

Digital Infrastructure and Data Support the Investment Environment

If institutions provide the conditions for progress, digital infrastructure and data are becoming the foundation for Vinh Long’s new approach to governance and development.

According to the Vinh Long Department of Science and Technology, the province scored 97.15/100 for the quality of services provided to people and businesses in handling administrative procedures, ranking first among 34 provinces and cities nationwide. Indicators for public disclosure and transparency, online public services, online payments, and citizen satisfaction all reached 100%.

Vinh Long has completed the consolidation of its Data Integration Center, with 501 servers and 300TB of capacity, operating more than 200 software systems on a cloud computing platform and consolidating 12 shared information systems. Telecommunications infrastructure has also received significant investment, with 1,014 5G stations in operation, providing 5G coverage across 100% of industrial parks. All communes and wards have fiber-optic coverage and 3G/4G networks.

Notably, digital transformation has produced tangible results in administrative reform. The province has made 1,884 online public services available, with 100% of administrative procedures handled independently of administrative boundaries. The rate of applications processed online reached 99.56%, while the rates of digitized dossiers and electronic results reached 99.96%.

These figures show that digital transformation is no longer simply about applying technology. As procedures are digitized, data are connected, and public services are delivered online, businesses and investors have greater opportunities to reduce transaction costs, save time, and access a more transparent governance environment.

Going forward, Vinh Long will continue to improve the effectiveness of its shared data warehouse and open data portal, promote digital transformation in businesses, expand the use of AI, Big Data, and Cloud technologies, and provide digital skills training.

Turning Intellectual Property into Competitive Advantage

Another focus of Vinh Long’s science and technology development strategy is to turn intellectual property assets into tools for increasing product value and strengthening business brands.

The province has established and operates the Vinh Long Provincial Brand and Technology Space, comprising both physical and virtual spaces. The physical space currently brings together 598 representative enterprises, showcases 1,034 One Commune One Product (OCOP) items and local specialties, and introduces 259 advanced technology solutions.

The province currently has 5,840 protection certificates, including 11 geographical indications, 24 patents, 301 industrial designs, 27 utility solutions, and 5,477 trademarks. Of these, 134 are collective trademarks and 32 are certification marks. Notably, green-skin pomelo and green Siamese coconut have two certification marks protected in Canada.

These results show that intellectual property development is gradually moving beyond legal protection toward improving product recognition, commercial value, and competitiveness.

Alongside this, Vinh Long continues to implement support programs for key products, OCOP products, products with export potential, and products applying innovation, while strengthening product and trade promotion through Techmart, Techdemo, Techfest, and domestic exhibitions.

The province currently has 14 science and technology enterprises, three of which have established Science and Technology Development Funds with total funding of more than VND40 billion. By 2030, the province aims to develop 30 science and technology enterprises and increase the share of enterprises engaged in innovation to 40%.

Building on these foundations, Vinh Long is gradually shaping a new development model in which science and technology is the driver, data is the foundation, and businesses are at the center of the innovation process.
