Amazon Global Selling Vietnam and the Hai Phong Department of Industry and Trade today signed a Memorandum of Understanding (MOU) on ecommerce development in the city for the 2026–2030 period.
The signing ceremony took place at the 12th Northern Region Industry and Trade Conference 2026, co-organized by the Ministry of Industry and Trade and the Hai Phong People's Committee. The MOU builds on the two parties' ongoing cooperation and formalizes their commitment to helping Hai Phong businesses reach global opportunities through ecommerce exports.

Supporting Hai Phong businesses on their ecommerce export journey
The MOU is built on the Ministry of Industry and Trade's National Ecommerce Development Plan for 2026–2030, the Hai Phong Ecommerce Development Plan for 2026–2030, and the city's “Local Go Global” Program. Under the agreement, both parties will jointly carry out:
Training and guidance for hundreds of prospective businesses in the city's key export industries on ecommerce export opportunities and pathways through Amazon.
In-depth, industry-specific training combined with 1:1 guidance from the Amazon Global Selling team, held annually; the first program is planned for 2026.
Support for qualified businesses in setting up stores, building their brands, optimizing operations, and officially selling on Amazon.
Sharing information on product opportunities, standards, regulations, and consumer trends in key export countries.
Connecting businesses with a network of export support services – cross-border logistics, international payments, and digital marketing – to help them bring products to international customers faster.

“Given its position as a port city and the industrial and logistics hub of Northern Vietnam, Hai Phong has many favorable conditions for businesses to pursue cross-border ecommerce exports” said Ms. Vu Thi Kim Phuong, Deputy Director of the Hai Phong City Department of Industry and Trade. “The city views its cooperation with Amazon Global Selling Vietnam as a practical step to help businesses, especially small and medium enterprises, become familiar with this new export method and bring Hai Phong brands to international consumers via its products. The Hai Phong Department of Industry and Trade will work closely with Amazon Global Selling Vietnam throughout implementation, so that today's MOU soon delivers tangible results for businesses and contributes to the city's ecommerce goals for 2026–2030.”

Mr. Larry Hu, Head of Amazon Global Selling Southeast Asia, shared: “Hai Phong has clear advantages for ecommerce exports: a diverse production base and well-connected logistics infrastructure. That potential will be fully realized when local businesses have the knowledge, tools, and support networks to confidently expand globally. This MOU is an important step for Amazon Global Selling Vietnam to pursue that goal in a structured way, working with the Department of Industry and Trade to reach the right businesses with the right support. We look forward to seeing brands bearing the Hai Phong mark soon join Vietnam's journey to becoming the region's ecommerce export hub.”
Hai Phong: a Northern logistics gateway with high-potential industries
As a major industrial and logistics hub of Northern Vietnam, Hai Phong has deep-water seaports, an international airport, and expressway and rail networks connecting production areas directly to the rest of the world. With strengths in textiles and footwear, wooden products and furniture, packaging, plastics and toys, and electronics and household appliances, Hai Phong businesses are well positioned to shift from traditional exports to brand-building and ecommerce exports. The “Local Go Global” Program for 2026–2030, issued by the Hai Phong People's Committee, provides the policy framework for this direction.

Ecommerce exports – a new growth driver for Vietnamese businesses
In 2025, Vietnam's ecommerce market reached USD 38.5 billion, up 21% year-over-year, of which B2C cross-border ecommerce trade totaled approximately USD 4.5 billion. Ecommerce exports allow businesses to build their own brands and sell directly to international consumers.
To support local businesses seizing this opportunity, Amazon Global Selling Vietnam is focusing on three priorities in 2026: accelerating Vietnam's development as a regional ecommerce export hub; elevating the “Made-in-Vietnam” brand globally; and driving AI transformation for the export sector.
