The Government aims to develop a modern, green and sustainable paper industry, with annual growth pace of at least 10 percent through 2030.

The Government has approved the Paper Industry Development Strategy through 2030, with a vision to 2045.

The strategy aims to meet domestic demand while expanding exports, reducing market imbalances and dependence on imported raw materials and finished products.

Paper and pulp export turnover is expected to increase by at least 4 percent annually through 2030.

Building raw-material zones and industrial clusters

The strategy calls for developing at least three key paper raw-material zones in the northern, central and Central Highlands regions to ensure a stable and sustainable supply of materials for pulp production serving domestic consumption and exports.

Paper manufacturers will be encouraged to establish and invest in domestic waste-paper collection and recycling systems, while fulfilling their statutory producer responsibility obligations for product and packaging recycling.

The domestic paper recovery rate is targeted to exceed 60 percent, helping secure raw-material supplies and reduce the risk of shortages in production.

The Government also encourages investment in at least three major centralized paper industrial parks in the northern, central and southern regions. These parks will provide production space for small- and medium-sized enterprises, helping optimize investment and operating costs while improving the industry's competitiveness.

The strategy also encourages the development of five to 10 new paper mills, each with an annual production capacity of more than 250,000 tons; two to five pulp mills with annual capacity of at least 200,000 tons; and two to five plants specializing in high-quality and specialty paper products requiring advanced technologies and substantial investment.

From 2030, enterprises with small production capacities will be encouraged to restructure, merge or relocate their operations to centralized industrial parks.

Towards a green and sustainable paper industry by 2045

By 2045, Viet Nam's paper industry is expected to become a modern, technologically advanced and resource-efficient sector, achieving a balanced level of self-sufficiency in raw materials, fuel and energy.

The industry will operate with low emissions, ensure environmental protection and develop along green and sustainable lines, with the capacity to compete with those of developed countries in both domestic and international markets.

To realize these objectives, the strategy identifies five key groups of tasks and solutions: (i) improving mechanisms and policies for industry development; (ii) expanding markets for paper products; (iii) developing the industry's human resources; (vi) promoting scientific and technological innovation and digital transformation; (vii) and accelerating green transformation and sustainable development throughout the sector.
