MPI Expects to Issue Circular Guiding ODA Management

The Ministry of Planning and Investment (MPI) has announced that it expects to issue a circular guiding ODA management and utilization this May, local New Hanoi newspapers said.
 
In preparation, the MPI held a workshop in Hanoi May 21 to seek opinions from international donors and economic experts on managing ODA.
 
At the workshop, the MPI highlighted the most important areas of ODA management in Vietnam including financial management, loan settlement, purchase preparations and ODA project lists.
 
The ODA management and utilization decree was enacted by the Government in late 2006, focusing on decentralizing approval authority for this capital to local governments.
 
The Prime Minister will continue to make decisions on key national projects, technical assistance programs involved in defense and security, and the Government’s commitments with donors.
 
The Ministry of Planning and Investment (MPI), appointed as the agency responsible for state management of ODA, will build a list of projects calling for ODA to submit to the Prime Mister for approval. The MPI is also required to supervise implementation of the projects.
 
Vietnam is expected to receive combined pledges of US$12.35-15.7 billion in 2006-2010, representing a remarkable increase from US$8 billion in 2001 to 2005.
 
Disbursed ODA capital is expected to stand between US$11.46 billion and US$12.41 between 2006 and 2010. (New Hanoi)
