To enhance fire response in Hanoi and its five other provinces and cities, on July 13, 2010 at the Embassy of Japan in Vietnam, the Government of Japan signed a US$91,741 non-refundable credit contract for the Policy of Hanoi.

According to the Hanoi Police Department, fire cases in the capital city rose 41 % on year to 297 in 2009, claiming eight lives and VND197 billion of asset damage, up 130 from five years earlier. However, the city now has only 86 fire engines while the real demand is much higher. Limited finance is attributed to the shortage of facilities.

Apart from Hanoi, limited finances and high prices of fire engines and equipment cause a general shortage across the country. To deal with this, the Police of Hanoi stand for other localities to receive used fire engines from Japan. Beneficiaries to this project include Hanoi, Da Nang, Hue, Hai Duong, Vinh Phuc, Phu Tho, Nam Dinh and Thai Binh where urbanization is accelerating.
