On July 28, 2010, the Tax Department of Ho Chi Minh City collaborated with the city’s Investment and Trade Promotion Centre (ITPC) to host a business dialogue for companies and tax authorities in the city.

Tax authorities answered some 50 questions from about 230 attending enterprises. At the meeting, businesses were also informed of VAT return provided in the Circular 94 and market price determination stipulated in the Circular 66. Additionally, tax authorities also introduced new regulations in the Decree 51 of the Government, effective January 1, 2011. According to this decree, enterprises will be permitted to print invoices.

Mr Le Xuan Duong, Deputy Director of HCM City Tax Department, said: Decree 51 marked a new change in management. Businesses will assume responsibility for issuing and using invoices. Thus, they have to make plans for invoice printing.
