“Green” Industry for Modern and Sustainable Development

The pollution and lack of accommodations as well as insufficient necessary services for workers are among reasons leading to the low fill-up rate in Vietnam’s industrial parks. Thus, the sustainable development is what investors are interested in most. Vietnam Business Forum recorded a number of opinions surrounding the issue.
  
Building “green” industrial parks in parallel with boosting tourism

Some localities across Vietnam are now promoting the combinative model of tourism and industrial development. Thus, they have been paying special attention to the construction of industrial parks which are sustainable and friendly-environmental. Investors need to follow the urban planning approved by the authorized level because the industrialization will strongly push up the urbanization process.
 
 I encourage investors to focus on building social infrastructures, green areas as well as on harmonizing relations and benefits among the state, investors and the community of residents, particularly in site clearance, employment for farmers whose land is revoked for projects and improvement of accommodation and working conditions for laborers. In addition, industrial parks should develop services in order to possibly compete against other kinds of estates. The Prime Minister appreciated the factor as he requested investors in industrial parks to build housing complex for workers.  
  
More investment incentives for sustainable development projects

 Over the past years the province has offered lots of support policies for the development of industrial infrastructures, industries in countryside as well as craft villages. So far, Vinh Phuc has had nine industrial parks with total area of over 2,541 hectares, attracting many investment and business projects.
 
Of the total, Binh Xuyen district is home to six ones on a combined area of 2,000 hectares, including two underway. Under the province’s socio-economic development plan, Binh Xuyen district is considered the major area because of its advantages for the economic development. The district has attracted 55 projects with total registered capitals of US$1.24 billion, including those of Hong Hai Technical Group and Taiwan’s Compal.
 
In a bid to turn Vinh Phuc into a industrial province by 2015 and a modern industrial province by 2020 and into Vinh Phuc City in the 2020s , the provincial authority has been giving the most favorable conditions to investors. Especially, Vinh Phuc encourages projects which are for the province’s common sustainable development, friendly-environmental, disposed to social welfare. The projects which use effectively local natural and human resources are also appreciated.
 
More advantages given to green projects

 The construction of Ba Thien 2 towards the green industry development has been receiving numerous supports from the local authority, particularly in site clearance. The site clearance and compensation of remaining 50 hectares are being promoted and scheduled to be completed at the end of June.
 
Currently, almost all investors and enterprises in industrial parks pay attention to environment. They wish to work in and enjoy a green and clean environment. For example, Ba Thien 2 IP is located nearby Tam Dao and Dai Lai Lake with a lot of tourism sites, golf courses and resorts. Therefore, we as the investor and the provincial authority have focused on designing a green space for the industrial park. Once completed, the Ba Thien 2 will give priorities to investors who own advanced and friendly-environmental technologies. Particularly, the projects related to modern technologies such as electronics and software will be enjoyed more preferential prices than other industries.
 
Ba Thien 2 covers an area of 308 hectares, only 50 kilometres from Hanoi and very near the international airport Noi Bai as well as sea ports in Haiphong and Cai Lan. At present, about 20 hectares in the industrial park have been registered.
 
Foreign investors are interested in green industries

 The concept of green industrial parks has been popular in the world for years. We believe that a project towards the sustainable development will become a model for industrial parks in northern Vietnam. The model project includes high-tech areas, vocational training areas, offices, trade centre and other functional areas, all of them are combined harmoniously in a space of green trees and water surface.
 
The project will own a strategic position and be a destination for multinational companies, especially those who are moving their investments from China to Vietnam for the latter’s advantage of low cost. In northern Vietnam, provinces like Vinh Phuc are ideal destinations for investors because of owning advantaged location - near the highway of Noi Bai-Lao Cai-China, the international airport, sea ports in Haiphong and Cai Lan, abundant workforce of 792,000 laborers including 20,000 people graduated from 20 local vocational training schools. Foreign investors also eye to the sustainable infrastructure such as the system of power and clean water, transportation, wastewater treatment, telecoms, the system of available factories, and other services like banking, post office, logistics, customs and entertainment. The green industrial parks also encourage investors operating in the fields of light industries, electronics, high-tech, and production lines meeting standards of environment protection.
