Quang Ngai province has a strong foundation for new rural area development with the facilitation of Resolution 03-NQ/TU of the provincial committee of the Party, Resolution number 27/2011/NQ-HDND of the provincial People’s Committee on “Agriculture, farmers and rural areas”. The province has been successful in realising many targets. In particular, the province has worked out several crucial criteria consistent with national criteria on new rural areas.
In the spirit of Resolution 26-NG/TU and national target programme on new rural development for the period of 2010-2020 of the Government, on 25th November 2011, People’s Committee of Quang Ngai province issued Decision 238/QD-UBND, approving the project of developing agriculture and rural areas of Quang Ngai province for the 2011-2015 period, with the prospect to 2020. Local districts also issued specific resolutions on the implementation of the national target programme for their own areas.
 
So far, the apparatus for the programme at all levels has been established and put into operation. The provincial steering committee for implementation of the programme has been founded and headed by chairman of provincial People’s Committee. The Office for National Target Programme Coordination has also been formed, under the management of the Department of Agriculture and Rural Development. Most districts have appointed officials responsible for developing new rural areas. At the commune level, all 164 communes have steering committees.
 
Direct investment capital for the programme in 2011 was VND27.8 billion (excluding capital for integrating with other programmes), of which the Government supported VND25 billion and provincial budget contributed VND2.8 billion.
 
Now, 153 communes have basically completed activities of surveying and assessing actual conditions of rural areas by 19 criteria; 34 communes have approved planning tasks and 6 communes have approved planning projects; many communes are submitting projects for approval, or collecting opinions to complete and submit to district People’s Committee for approval projects on developing new rural areas.
 
Moreover, the provincial Office for National Target Programme Coordination has also cooperated with Steering Committees of communes to organise 14 training classes on developing new rural areas, 50 training classes improving knowledge on building rural areas and 1 training class specialising in activities of surveying, assessing actual conditions of rural areas and elaborating projects of commune new rural areas. Total number of participants was 5,563.
 
Mr Duong Van To, Director of the Agriculture and Rural Development Department said that it is crucial to build up a programme to encourage people to participate in and support the programme of building new rural areas. Local authorities should rally the power of the people and carry out in advance criteria which do not require Government’s investment such as mobilising people to embellish their houses, donating lands and clearing village roads and alleys.
 
“The programme on new rural development is the programme of the whole people; therefore it is necessary to exploit every investment resource, to combine existing programmes in the province with the mobilisation of internal resources of the community and direct investment given by the budgets of all levels. Moreover, localities should encourage enterprises to participate in the programme,” emphasized Mr To.
 
Under the scheme of developing agriculture and developing new rural areas of Quang Ngai province for the 2011-2015 period with the prospect to 2020, 33 communes will achieve standards of new rural areas, and by 2020 the figure will increase to 89 communes. It can be seen that with the determination of the whole political system, as well as the consensus of the people, Quang Ngai province has gained significant achievements in developing new rural areas and will continue striving to achieve the ultimate goal.
