Accelerating to Improve Supporting Industry

In recent years, Ba Ria - Vung Tau province has focused its efforts to develop the supporting industry. A strong supporting industry will be a decisive factor helping Ba Ria - Vung Tau province develop in depth and possess modern industry and sea port in 2015.
Ba Ria - Vung Tau supporting industry will mainly focus in three fields: mechanical, electrical - electronics and rubber. In recent years, mechanical manufacturing industry has had significant improvement, some potential mechanical industries like: ship building, mechanical petroleum and gas services have attracted giant projects. Particularly, in mechanical supporting industry, apart from providing for petroleum and gas deployment, only a few companies operate in mechanical manufacturing industry like: Vietubes Corporation limited, Anchor Limited Liability Company. Ms Tran Thi Huong, Director of Industry and Trade Department of Ba Ria - Vung Tau province said: “Although on a small scale, supporting industry has started to develop”.
 
Besides mechanical supporting industry, Ba Ria - Vung Tau province has also attracted some producing companies in electric field like: producing compact disks, producing and assembling plastic and metal components used in electric and electronic fields. As for chemical industry, the province possesses high capacity chemical manufacturers like: Phu My Plastic and Chemical limited liability Company (with capacity of 200,000 tonnes per year); Etylen and PE producing plant with capacity of 300,000 tonnes per year… Especially, Long Son oil refinery operation will be considered as important potential for producing plastic components products. Ms Huong also said: “Supporting industry’s condition in Ba Ria - Vung Tau is still limited, therefore the province especially concentrates on attracting FDI investment in supporting industry for mechanical engineering field. FDI supporting enterprises will contribute largely to exchange technique, technology and competence for domestic enterprises in the shortest time”.
 
To promote development of supporting industry in the area, Ba Ria - Vung Tau province concentrates on 3 major contents: constructing industrial development strategies; attracting foreign investors into supporting industry, especially Japanese ones; developing domestic enterprises network and training human resources. To construct industrial development strategies, provincial People’s Committee has invited foreign consulting organisations to elaborate project of “Industrial development strategies and policies on attracting investment of Ba Ria - Vung Tau province”, aiming to appeal economic groups to invest into major, influential industrial projects, as well as groups that manufacture parts and supply worldwide.
 
As for investment promotion, especially with Japan, last year the province received 10 working teams with 75 enterprises, organisations and local authorities from Japan who came to visit and search for opportunity to invest into supporting industry; the province also established a representative office in Asia Entrepreneurship village (Kawasaki city) to appeal investment into supporting industry from Japanese investors.
 
Besides, realizing that skillful, professional human resources that meet demand of enterprises both in quantity and quality is one of attractions to call for investment, Ba Ria - Vung Tau province is always paying attention and putting priority on implementing Programme of training and developing human resources for supporting industry. Accordingly, the province is realizing project of training 1,000 technical workers in period of 2012 - 2015 for the supporting industry. It also coordinates with Sanjo city (Niigata province) to conduct project “Training human resource and promoting supporting industry on metals in Ba Ria - Vung Tau province” from December 2013 to March 2016 in order to improve qualification and skills for human resource to meet the requirements of supporting industry on metal in the province.
 
It is acknowledged that recently the Government has issued Dispatch 109/VPCP-QHQT and approved to choose Phy My 3 Industrial Zone as Vietnam-Japan specialised one so that Ba Ria - Vung Tau province has a foundation to meet requirements of Japanese investors which is investment into fully-equipped and Japanese cultural industrial zones. Ms Huong shared that: “Apart from support of provincial authorities and project owners, Ba Ria - Vung Tau also needs approval of the Government and central ministries and sectors to elaborate prioritized mechanism for specialized industrial zones, more favourable and specific policies and simpler procedures for projects investing into supporting industry. Moreover, a Collection of national technical regulations should be issued in compliance with international standards”.
